Libya claims arrest of 400 'illegal immigrants'

Libya on Monday said its forces had prevented more than 400 Africans from illegally emigrating to Italy when they intercepted a boat off the coast of the North African country.

"Despite a lack of means, we were able to prevent illegal immigration of people who were heading for Italy," interim interior minister Fawzi Abdelali told reporters.

Abdelali said the problem of illegal immigration would be treated differently by the country's new rulers than the way it was tackled by the previous regime of slain dictator Moamer Kadhafi.

"Illegal immigration was a means of pressure used by the former regime to blackmail Europe. Now this issue will be treated differently," he said, adding that the new Libya will be focused in tackling the issue.

"We expect support from the world"

in preventing such trafficking, he added.

In the port of Tripoli some 420 immigrants were being guarded by former rebels who toppled Kadhafi as well as being monitored by interior ministry officials, an AFP reporter said.

Among them were Ethiopians, Ghanaians, Ivorians and Nigerians.

According to General Joma al-Meshri, a group of former rebels and officers intercepted the boat early on Monday 10 miles off the coast of Tripoli.

A commander of the ex-rebels, Khaled al-Bassir, said they had received information about the vessel's departure, and that three patrol boats had set off to intercept it.

Many of the immigrants said they had become victims of a fraud planned by Libyans to swindle them after they had each paid people smugglers between 1,000 and 1,500 dollars.

They said even Monday's incident was a set-up.

Forty-year-old Rania, an Ethiopian, said she had been fooled for the third time in a row.

"Each time one takes the boat, a patrol comes to stop and escorts us to the port," she told AFP.

"You see the captain (of the boat) is still there," she said pointing to a Libyan the boat at the Tripoli docks.

She said it was Libyans who offered to take them to Europe.

"They hid us for two months on a farm in Tajura (an eastern suburb of Tripoli) and each time they told us we must wait as the weather was too bad to go to the sea," she said.

"Last night they asked us to board and we had not spent more than two hours at sea when police boats surrounded us and escorted us to the port. I want to leave to Europe. I do not know where they plan to take us," she said as a Libyan official pressed her to board a bus chartered by the authorities.

A young Nigerian, Emmanuel, said the Libyan officials had taken all their documents.

"They took everything... money, passport, phones. They told us 'you don't need all this in Europe'," he said, accusing the former rebels of "organising this set-up."

For several years, Libya has been a transit country for hundreds of thousands of African immigrants trying to reach Europe in search of a better life.

MISURATA (LIBIA) - Il corpo del nemico ucciso mostra chiaramente segni di violenza: prima picchiato, trascinato, linciato, quindi mostrato alla folla a riprova definitiva che davvero non può più nuocere. Un antico rito barbarico si è consumato contro i resti mortali di Muammar Gheddafi.

Non è strano che ora le Nazioni Unite intendano avviare un'inchiesta. «Ci sono due video - ha detto il portavoce dell'Alto Commissario ai diritti umani -. Uno che lo mostra vivo e uno che lo mostra morto. E ci sono quattro o cinque versioni diverse su cosa è accaduto fra quei due video».
Ma c'è un problema aggiuntivo per i dirigenti della rivoluzione in Libia: non riescono a mettersi d'accordo tra loro sulle modalità della sepoltura. Difficoltà che mettono l'accento sulle potenziali lacerazioni politiche del futuro. Se non sono in grado di trovare l'unanimità in questo momento di gioia per la vittoria e la fine del dittatore, cosa faranno quando dovranno decidere le sorti del Paese?
Il risultato immediato è che il cadavere di Gheddafi resta insepolto, sporco di sangue, impolverato, adagiato su di un materasso da quattro soldi in una cella frigorifera del «Mercato africano», un complesso di palazzine e baracche dove prima si vendeva la carne alla periferia di Misurata. Lo abbiamo visto senza difficoltà ieri nel primo pomeriggio. «Giornalisti? Benvenuti! Venite a vedere i resti del criminale. Dite al mondo che abbiamo vinto», esclamano felici i guerriglieri di guardia ai cancelli. Per una volta, anche i più religiosi dalla barba folta arrivati direttamente dalle brigate della Cirenaica legate al fronte del fondamentalismo non si scompongono se si ricorda loro che per la legge coranica un morto va seppellito entro le prime 24 ore dal decesso.

«Per Gheddafi e i suoi figli siamo pronti a fare un'eccezione. Meglio che attendano. Occorre che prima la gente li veda morti. Ci hanno fatto troppo male per decenni. E' giusto che la Libia si goda questa vittoria», spiegano. Salvo poi aggiungere che loro non sono «come gli americani». «Gheddafi non sarà però trattato come Osama Bin Laden. E' un musulmano e come tale verrà rispettato. Non lo faremo sparire anonimo in mare. Alla fine sarà sepolto come vuole il Corano, magari in una località segreta vicino alla sua città natale a Sirte», dice tra i tanti Ramadan Zarmoha, 63 anni, uno dei notabili più in vista di Misurata.

Davanti ai cancelli stanno in coda centinaia di persone. Per lo più ragazzi giovani e giovanissimi. «Vengo a vedere Muammar», dice un bambino di 8 anni arrivato con i fratelli più grandi. Ci sono numerosi guerriglieri appena arrivati dagli scacchieri di battaglia a Bani Walid e Sirte. Tanti hanno perso amici e parenti negli scontri degli ultimi mesi. I più rabbiosi sono i feriti. Abbiamo visto alcuni con le stampelle, senza gambe, farsi accompagnare a pochi centimetri dal volto di Gheddafi. E restare a rimirarlo a lungo, silenziosi, quasi increduli che l'uomo alla guida della Libia per 42 anni (molti non hanno conosciuto altro che la dittatura di Gheddafi) sia davvero quel fagotto insanguinato. «Sembra improvvisamente rimpicciolito. Quasi un piccolo pupazzo. Mi sembrava molto più alto da vivo», dice un giovane in carrozzella. E' un commento molto diffuso. Il corpo del dittatore ucciso appare ridotto, rinsecchito. A guardalo nei dettagli ha le unghie curate, la barba rasata attorno al pizzo sul mento. Sino alle ultime ore prima della fine Gheddafi ha cercato di tenersi in ordine. Ce lo mostrano a torso nudo: coperto di tagli e ferite, sembra avere un paio di colpi d'arma da fuoco in entrata all'addome. Soprattutto ha diversi segni di tumefazione e gonfiori. Un paio di laceri pantaloni militari pendono dalla vita e si fermano alle caviglie.

Tutto diverso dal cadavere del figlio Mutassim. Lo abbiamo visto in mattinata nel container frigorifero di «campo Abad», una zona industriale posta circa a 5 chilometri di distanza dal «Mercato Africano». Nei due container vicini stanno accatastate carcasse di pecore e montoni. «Abbiamo separato Mutassim dal padre per evitare che ci fosse troppa confusione tra i visitatori», spiega il proprietario del complesso, Najmi Omar. Il corpo di Mutassim sembra comunque meno danneggiato. Alla gola mostra il foro di entrata di un proiettile sparato a bruciapelo. Un'esecuzione vera e propria. E il lobo destro del cervello è stato chiaramente sfondato, la mandibola dislocata, diversi denti rotti. Almeno altri due proiettili lo hanno colpito nella zona dello stomaco. Ma per entrambi, padre e figlio, non ci sono referti medici. «Probabilmente effettueremo le autopsie nelle prossime ore», ha detto ai giornalisti Othman al-Zintani, medico all'obitorio dell'ospedale locale.

Ma che fare di loro? Da Tripoli il premier ad interim Mahmoud Jibril va ripetendo che la «questione non era mai stata affrontata prima» e troveranno «una risposta nelle prossime ore». Il ministro del petrolio, il laicissimo ex docente di economia negli Stati Uniti Ali Tarhouni, dichiara invece alla stampa che «importa poco se Gheddafi se ne resterà ancora in frigorifero per qualche giorno, l'importante è che tutti lo possano vedere». A Misurata i responsabili militari spiegano invece che stanno trattando con alcuni influenti capi della tribù Qadafi a Sirte per consegnare i cadaveri. «La nostra paura è che troppa pubblicità al luogo di sepoltura possa spingere qualche vittima del regime a fare scempio dei corpi per vendetta», dicono. Non manca ovviamente il timore opposto, e cioè che qualche fedelissimo del Colonnello cerchi di trasformare la tomba in mausoleo della contro-rivoluzione. Oggi i massimi dirigenti del nuovo corso si riuniranno a Bengasi per annunciare ufficialmente la «liberazione nazionale» e l'avvio del processo democratico. Non è detto che in questa sede non vengano anche definite le modalità delle sepolture.

Dai su andiamo. Su quale base i periti della scientifica sono chiari e senza dubbi nei confronti di Guede, e nei confronti della Knox e Sollecito risultano incongruenze? Non mi risultano due scene del crimine a quanto pare. Se le prove, la scena del crimine risultano inquinitate, allora è tutta l'accusa che non vale un c**** Si dava per certo addirittura le dichiarazioni dell'omicida di un bambino. Uno schiffo!!! Non voglio fare l'innocenteismo mediatico, di cui siamo stati bombardati durante tutto il processo d'appello, ma dico una cosa: ma vogliamo prendere la gente per i fessi? Questo è un articolo pubblicato online http://www.vanityfair.it/news/italia/2011/09/27/amanda-knox-jet-privato, riproposta da tanti media, tra cui le grandi testate. E' un processo di cui si sapeva già dall'inizio la sentenza, un processo che è stato tutta una scenata per occultare patti, compromossi, pressione diplomatica, accordi, con un Sollecito, mica fesso lui, che ha beneficiato di ciò che gli Americani, e i parenti della Knox hanno ottenuto dopo una battaglia mediatica estrenua. Ora si punta il ditto contro Guede, perché di lui chi se ne importa, tanto ha patteggiato. Pagherà il suo crimine dinanzi alla lege, ma per carità, abbiate la descenza di non accollare la vostra misera coscienza di esperti paracullisti a chi di mezzi d'influenza ne ha usufruitto poco e per niente. Questo è il mondo in cui viviamo, un schiffo di mondo, vuoto di un senso di responsabillità, che non fa pagare a nessuno gli sbagli, i torti fatti, dove togliere la vita a terzi, vale quanto fare compere al supermercato, questo è il mondo della miseria dello spirito, un mondo che subiremo prima o poi tutti. Sono passati quasi quattro anni dal nostro ultimo viaggio in Camerun. Ora stiamo organizzando il viaggio in Italia di quattro o cinque fratelli germani (même père, même mère, come dicono loro) di Justin: Julienne, Gilbert, Hélène, Jeannette, Jean (1). Non è un viaggio di piacere. La speranza è che il midollo osseo di uno di loro sia compatibile con quello di Justin.
Un giorno della scorsa primavera, Justin è tornato a casa dicendomi che, da un controllo di routine prima di un banale intervento di vene varicose, i medici hanno visto "un'ombra ai polmoni". Si trattava di linfonodi del mediastino ingrossati. La diagnosi, avuta dopo qualche settimana, è stata di linfoma non-Hodgkin a cellule T periferiche NOS. Una brutta bestia. Al centro ematologico di Tor Vergata (Roma) ci hanno subito detto che sarebbe stato necessario un trapianto di midollo osseo da donatore per avere una speranza di guarigione. E i primi candidati donatori sono i fratelli germani di Justin, tutti residenti in Camerun. Nel frattempo si sarebbe fatta della chemioterapia allo scopo di ridurre il tumore e aumentare le possibilità di successo del trapianto.
Justin ha appena completato il settimo ciclo di chemioterapia, che speriamo riesca infine a portare a una remissione completa o quasi. Intanto i fratelli di Justin stanno facendo i loro passaporti e le pratiche per ottenere il visto di ingresso. A Roma verranno sottoposti a tipizzazione HLA e, se si troverà un donatore compatibile (vi è una probabilità del 25% per ogni fratello), si procederà al trapianto. Questi interventi ospedalieri sono gratuiti, ma sono a nostro carico tutte le spese burocratiche, di viaggio e soggiorno dei cinque fratelli. Abbiamo ricevuto molta solidarietà concreta da familiari e amici, ma occorrono altri fondi per far fronte a tutte le necessità.
Per questo ho deciso di scrivere questo articolo chiedendo un contributo, in cambio di una copia di una raccolta di poesie scritte da Justin e pubblicate nel 2004, in occasione della morte per AIDS di una nostra cognata. All'epoca la pubblicazione ha sostenuto una raccolta fondi in favore di un'associazione del Camerun attiva nella lotta contro l'epidemia di AIDS. Blacks in Libya Face Danger From Rebels

This is a dangerous time to be a black African in Libya.

Throughout the conflict that began in February, rebel forces have been rounding up suspected mercenaries whom, they say, have been hired from neighboring countries like Chad and Niger to fight for Col. Muammar el-Qaddafi.

But Libya has a black population of its own, and many black migrant workers were trapped in the country when the conflict began. And it seems that plenty of the black Africans captured as mercenaries were never actually involved in the fight.

On Monday, the chairman of the African Union, Jean Ping, said that Libya’s Transitional National Council “seems to confuse black people with mercenaries,” as my colleagues Kareem Fahim and Neil MacFarquhar reported. (There are documented cases of mercenaries from elsewhere, including an ethnic Croatian named Mario who was interviewed in Time magazine last week.)

Amnesty International issued a statement on Tuesday saying that people suspected of fighting for Colonel Qaddafi, “in particular black Libyans and sub-Saharan Africans, are at high risk of abuse” by rebel forces. The statement said that Amnesty representatives were told on recent visits to detention centers in al-Zawiya and Tripoli that one-third to half of the detainees there were from sub-Saharan Africa.

Alex Thomson, a reporter for Channel 4 News in Britain, recounted a frightening scene he witnessed in Tripoli, where men captured by the rebels insisted they were not mercenaries. Those men, he said, appeared to be in serious danger — and they also appeared to be telling the truth.

“Please,” they begged us, “please don’t go. Don’t leave us. They will kill us.”
Another just asked me: “Will they shoot us? Please tell me Sir. Will they shoot us?”
Herded into a corner, a gunman started slapping them. We asked him to stop.

“They are with Gaddafi. We know this. They had guns.”

“Show me the guns,” I said.

No guns arrived. Some of the men crossed themselves, sweating, praying. One began weeping softly.

Mr. Thomson said the men eventually led the rebels to “their women” who were hiding in the bush nearby. Satisfied that they would not have brought their wives to fight in the war, the rebels let them go.

“To be a black African in the wrong part of town at the wrong time,” Mr. Thomson concluded, “is to be in a very frightening place.

A writer says rebels commit Ku Klux Klan type atrocities against Black people in Libya

Media habitually tells us that Libyan rebels are noble freedom fighters, struggling aganist a bloodthirsty tyrant. But after all the buckets of half-truths and blatant lies, that news poured on our heads, treating us

viewers like brainless sheep and feeding us half-baked reports that often got disproved the next day, some of us started to look further and investigate.

What they found out, is extremely disturbing. Say, from the very beginning of war we've been hearing reports about "Gaddafi's black mercenaries". We even saw photos and videos of several people that,

supposedly, were these mercenaries. But the whole truth is much more complicated - and scary.

Yes, there indeed are several divisions of black Africans and citizens of Chad in the army of Libya, that is formed on the principle of territorial militia. But they can hardly be considered mercenaries - not
more than French Foreign Legion or non-American citizens in US Army. In general, the status of black men of Libyan army's various units is civil servants.

In a country with 6 million inhabitants, one third are black (the most oppressed group in the country). Would not it be easier for the rebels to call for their solidarity and ask them join the rebel ranks? But not

only black Libyans do not join the rebellion - they flee in terror.
The first wave of reports and evidence of beatings of black Africans began in February and March. The rebels, under the trademark of fighting with the mercenaries from Chad, were slaughtering all black people with no mercy. They even started to post various Youtube videos with their actions filmed
The victim was the Libyan citizen Hisham Mansour, born 22-02-1983. Back in early March, the Human Rights Watch even warned black migrant workers on the need to flee the revolutionary terrain.

"We left behind our friends from Chad. We left behind their bodies. We had 70 or 80 people from Chad working for our company. They cut them dead with pruning shears and axes, attacking them, saying you're providing troops for Gaddafi. The Sudanese, the Chadians were massacred. We saw it ourselves. I am a worker, not a fighter. They took me from my house and [raped] my wife", - a Turkish oilfield worker, who fled Libya, told BBC in February 25.

One of the editors of the Monthly Review, Yoshie Furuhashi, writes:
"The black African workers now live in fear in the territories held by the rebels in Libya. Some have been attacked by mobs, some have been imprisoned and some of their houses and shops have been torched. Many African workers say they felt safer under the regime of Gaddafi".

In March, a reporter from the Daily Mail was in Benghazi and reported:
"Africans I saw ranged from a 20 year old and a late forties, with a grizzled beard. Most wore casual clothes. When they realized that I spoke English erupted in protests. "We did nothing," one told me, before he was silenced. "We are all construction workers in Ghana. Do not harm anyone. "

Another accused, a man in green overalls, showed the paint on their sleeves and said: "This is my job. I do not know how to shoot a gun "

Abdul Nasser, 47, protested: "They lie about us. They took us out of our house at night when we were asleep. " While still complaining, they were taken.
International Business Times published an article on March 2 that says:
"According to reports, over 150 black Africans at least a dozen different countries escaped from Libya by plane and landed at the airport in Nairobi, Kenya, with horrific stories of violence."

"We were attacked by locals who said they were mercenaries who killed people. I mean blacks who refused to see "Julius told Reuters Kiluu, a construction supervisor for 60 years.
Michel Collon with a fact-finding delegation were in Libya in July and when he learned what had happened, he said:
"I met these people during my research in Tripoli. I could talk to some people. They were not "mercenaries," as the rebels and the media tell. Some were dark-skinned Libyans (much of the population is of African type, in fact), others were black civilians from African countries whostayed in Libya for a long time. All support Gaddafi precisely because he opposes to racism and treats them as Arabs and Africans on an equal footing. On the contrary, the rebels in Benghazi are known for their racism, and blacks were victims of terrible systematic atrocities. The paradox is that NATO wants to bring democracy to a section of Al Qaeda and Libyan Ku Klux Klan-type racists".

After the rebels entered Tripoli, numerous reports of black men being killed appeared again. Twitter explodes with rebels' messages about killing "African mercenaries". In the chaos of embattled Tripoli, black people are being simply seized from the streets and taken somewhere openly.

On the photo above we can see that the lying people's hands are tied with plastic handcuffs and their clothes are relatively clean. This means these people were captured not after a fight, but deliberately.

The Colonel was being building good relations with the south of Africa. NATO plan of destabilizing Libya might as well include having the black Africans turning away from this country forever, using contempt and xenophobia of the rebels as a driving force of the persecution. After all, lynching black people simply for being in Africa sounds ridiculous.
But results are pretty much of the same racist kind, and they are not funny at all.

Editor's Note: When the atrocities are finally documented, the corporate media that ignored ethnic cleansing of Black people will bear the stain of culpability. The Wall Street Journal reported on what amounts to ethnic cleansing of Black Libyans by the "Brigade for Purging Slaves, black skin," on June 21, 2011. The newspaper has not revisited that story, which was ignored by major media such as CNN and The New York Times at the time the Journal reported it, probably because they believed it would "tarnish" the NATO-rebels' reputation --small "sacrifice" to protect the corporate-media-favored side in the conflict. So what if the "liberators" had a little bit of KKK in them? The White House and State Department have yet to comment on the reported ethnic cleansing. The International Criminal Court (ICC) prosecutor and publicity hound, Luis Moreno Ocampo, has yet to say a word; such is the devaluation of the lives of Black people globally.

Twenty-five illegal immigrants have been found dead after being packed into the hold of a fishing boat as it fled from war-torn Libya, Italian coastguards revealed today.

The men are believed to have been overcome by engine fumes as they were squashed together 'like sardines' on a boat carrying 271 other people which had left Libya three days ago.

Officials made the grim discovery early today after it was spotted on radar screens approaching the island of Lampedusa, a tiny rocky outcrop just 90 miles from the north African coast.

Since the Arab uprisings earlier this year, more than 25,000 illegal immigrants have flooded onto the Italian island, overwhelming resources and creating a humanitarian emergency.

Officials said that the 271 men, women and children on the boat were transferred onto two coastguard vessels and then taken to a holding centre on Lampedusa.

A coastguard spokesman in Lampedusa said: 'When we went out to the boat nobody mentioned the fact that there were dead bodies in the hold. They had been packed in like sardines and had been overcome by the engine fumes.

'Those that died were packed into the engine room and had a little hole of about 50cm for fresh air. It was a horrific scene - it was like a slave ship.'

TV footage showed the bodies lined up along the quayside in Lampedusa in blue body bags, awaiting for an ambulance to take them to the island's mortuary.

Local prosecutor Renato Di Natale has opened an investigation into the tragedy and is also investigating reports that one man was thrown overboard during an argument.

In June officials from the European Union's border protection agency said that 2,500 illegal immigrants a week were flooding into Europe through Italy.
In the first three months of this year, 33,000 people entered Europe illegally, with 22,600 coming through Italy, according to the EU's Warsaw-based agency Frontex.

Most of those were economic migrants from Tunisia and sub-Sahran Africa who had fled countries that had been hit by popular uprisings in what was dubbed the Arab Spring.

Many of them came through the rocky Italian outcrop of Lampedusa on rickety fishing boats, pushing the island's limited resources to the limit with numbers at one point being double that of the 5,000 local inhabitants.

Hundreds of illegal immigrants have drowned in their attempts to cross from north Africa with dozens of boats sinking and others still missing. Officials say that calmer seas will increase traffic throughout the summer months.
Italy has complained that other European states are not doing enough to help with the situation and there was a tense stand-off with France which simply sent them back when they crossed over.
Before the civil war, Libyan patrol boats stopped any vessel attempting to set sail, in a deal agreed with Italy.

Before the bombing campaign started, Colonel Gaddafi threatened to turn Europe 'black through illegal immigration' in an attempt to ward off military intervention.

Aircraft carrier left us to die, say migrants

Exclusive: Boat trying to reach Lampedusa was left to drift in Mediterranean for 16 days, despite alarm being raised

Dozens of African migrants were left to die in the Mediterranean after a number of European military units apparently ignored their cries for help, the Guardian has learned. Two of the nine survivors claim this included a Nato ship.

A boat carrying 72 passengers, including several women, young children and political refugees, ran into trouble in late March after leaving Tripoli for the Italian island of Lampedusa. Despite alarms being raised with the Italian coastguard and the boat making contact with a military helicopter and a warship, no rescue effort was attempted.

All but 11 of those on board died from thirst and hunger after their vessel was left to drift in open waters for 16 days. "Every morning we would wake up and find more bodies, which we would leave for 24 hours and then throw overboard," said Abu Kurke, one of only nine survivors. "By the final days, we didn't know ourselves … everyone was either praying, or dying."

International maritime law compels all vessels, including military units, to answer distress calls from nearby boats and to offer help where possible. Refugee rights campaigners have demanded an investigation into the deaths, while the UNHCR, the UN's refugee agency, has called for stricter co-operation among commercial and military vessels in the Mediterranean in an effort to save human lives.

"The Mediterranean cannot become the wild west," said spokeswoman Laura Boldrini. "Those who do not rescue people at sea cannot remain unpunished."

Her words were echoed by Father Moses Zerai, an Eritrean priest in Rome who runs the refugee rights organisation Habeshia, and who was one of the last people to be in communication with the migrant boat before the battery in its satellite phone ran out.
"There was an abdication of responsibility which led to the deaths of over 60 people, including children," he claimed. "That constitutes a crime, and that crime cannot go unpunished just because the victims were African migrants and not tourists on a cruise liner."

This year's political turmoil and military conflict in north Africa have fuelled a sharp rise in the number of people attempting to reach Europe by sea, with up to 30,000 migrants believed to have made the journey across the Mediterranean over the past four months. Large numbers have died en route; last month more than 800 migrants of different nationalities who left on boats from Libya never made it to European shores and are presumed dead.

Underlining the dangers, on Sunday more than 400 migrants were involved in a dramatic rescue when their boat hit rocks on Lampedusa.

The pope, meanwhile, in an address to more than 300,000 worshippers, called on Italians to welcome immigrants fleeing to their shores.

The Guardian's investigation into the case of the boat of 72 migrants which set sail from Tripoli on 25 March established that it carried 47 Ethiopians, seven Nigerians, seven Eritreans, six Ghanaians and five Sudanese migrants. Twenty were women and two were small children, one of whom was just one year old. The boat's Ghanaian captain was aiming for the Italian island of Lampedusa, 180 miles north-west of the Libyan capital, but after 18 hours at sea the small vessel began running into trouble and losing fuel.

Using witness testimony from survivors and other individuals who were in contact with the passengers during its doomed voyage, the Guardian has pieced together what happened next. The account paints a harrowing picture of a group of desperate migrants condemned to death by a combination of bad luck, bureaucracy and the apparent indifference of European military forces who had the opportunity to attempt a rescue.

The migrants used the boat's satellite phone to call Zerai in Rome, who in turn contacted the Italian coastguard. The boat's location was narrowed down to about 60 miles off Tripoli, and coastguard officials assured Zerai that the alarm had been raised and all relevant authorities had been alerted to the situation.

Soon a military helicopter marked with the word "army" appeared above the boat. The pilots, who were wearing military uniforms, lowered bottles of water and packets of biscuits and gestured to passengers that they should hold their position until a rescue boat came to help. The helicopter flew off, but no rescue boat arrived.
No country has yet admitted sending the helicopter that made contact with the migrants. A spokesman for the Italian coastguard said: "We advised Malta that the vessel was heading towards their search and rescue zone, and we issued an alert telling vessels to look out for the boat, obliging them to attempt a rescue." The Maltese authorities denied they had had any involvement with the boat.
After several hours of waiting, it became apparent to those on board that help was not on the way. The vessel had only 20 litres of fuel left, but the captain told passengers that Lampedusa was close enough for him to make it there unaided. It was a fatal mistake. By 27 March, the boat had lost its way, run out of fuel and was drifting with the currents.

"We'd finished the oil, we'd finished the food and water, we'd finished everything," said Kurke, a 24-year-old migrant who was fleeing ethnic conflict in his homeland, the Oromia region of Ethiopia. "We were drifting in the sea, and the weather was very dangerous." At some point on 29 or 30 March the boat was carried near to an aircraft carrier – so close that it would have been impossible to be missed. According to survivors, two jets took off from the ship and flew low over the boat while the migrants stood on deck holding the two starving babies aloft. But from that point on, no help was forthcoming. Unable to manoeuvre any closer to the aircraft carrier, the migrants' boat drifted away. Shorn of supplies, fuel or means of contacting the outside world, they began succumbing one by one to thirst and starvation.

The Guardian has made extensive inquiries to ascertain the identity of the aircraft carrier, and has concluded that it is likely to have been the French ship Charles de Gaulle, which was operating in the Mediterranean on those dates.

French naval authorities initially denied the carrier was in the region at that time. After being shown news reports which indicated this was untrue, a spokesperson declined to comment.

A spokesman for Nato, which is co-ordinating military action in Libya, said it had not logged any distress signals from the boat and had no records of the incident. "Nato units are fully aware of their responsibilities with regard to the international maritime law regarding safety of life at sea," said an official. "Nato ships will answer all distress calls at sea and always provide help when necessary. Saving lives is a priority for any Nato ships."

For most of the migrants, the failure of the ship to mount any rescue attempt proved fatal. Over the next 10 days, almost everyone on board died. "We saved one bottle of water from the helicopter for the two babies, and kept feeding them even after their parents had passed," said Kurke, who survived by drinking his own urine and eating two tubes of toothpaste. "But after two days, the babies passed too, because they were so small."

On 10 April, the boat washed up on a beach near the Libyan town of Zlitan near Misrata. Of the 72 migrants who had embarked at Tripoli, only 11 were still alive, and one of those died almost immediately on reaching land. Another survivor died shortly afterwards in prison, after Gaddafi's forces arrested the migrants and detained them for four days.

Lampedusa The route of the boat

Despite the trauma of their last attempt, the migrants – who are hiding out in the house of an Ethiopian in the Libyan capital – are willing to tackle the Mediterranean again if it means reaching Europe and gaining asylum.

"These are people living an unimaginable existence, fleeing political, religious and ethnic persecution," said Zerai. "We must have justice for them, for those that died alongside them, and for the families who have lost their loved ones."

Il presidente del Consiglio comunale Pieralfonso Fratta Pasini e i consiglieri Antonio Lella, Stefano Ederle e Ciro Maschio (AN) hanno partecipato ieri all’Università di Verona alla quarta Giornata culturale africana.

La manifestazione, organizzata dall’Associazione studenti africani di Verona con il patrocinio del Consiglio comunale, è iniziata con la proiezione di un film sulla storia di Thomas Sankara, primo presidente del Burkina Faso, alla quale è seguito un dibattito sul tema dell’indipendenza in Africa. La giornata si è conclusa con una festa alla mensa universitaria e una cena a base di piatti tipici della gastronomia africana.

I ragazzi dell’Asav hanno consegnato ai rappresentanti del Consiglio comunale un premio speciale come ringraziamento per la collaborazione prestata. “E’ motivo di orgoglio, per noi, essere qui stasera - ha detto il presidente Fratta Pasini - ed è anche l’occasione per consolidare un’importante amicizia, nata durante l’incontro sull’integrazione che si è svolto lo scorso dicembre in sala Gozzi. Sono onorato di aver partecipato al dibattito con un relatore prestigioso come il prof. Mukuna Samulomba, membro del Comitato mondiale del Panafricanismo, in cui si è parlato in modo concreto del futuro dell’Africa e delle aspettative dei suoi giovani cittadini, potendo confrontare le nostre opinioni. AFRICA - IL PRIMO MINISTRO DEL MALI E' DONNA

Da poche settimane un'altra donna guida un paese o un governo in Africa. Si tratta di Cissè Mariam Kaidama Sidibè, che dal 3 aprile scorso è diventata Primo Ministro del Mali.
La seconda appunto perchè fino al 3 aprile solo una donna guidava uno stato ed era il Presidente della Liberia, Ellen Johnson Sirleaf, eletta nel 2006.

La Sidibè (Cissè è il nome del marito) è nata a Timbuctu il 4 gennaio del 1948, ha studiato pubblica amministrazione a Bamako, e dal 1974 al 1989 ha lavorato presso il Ministero per la Tutela delle Società e delle Imprese Statali e studiato in varie parti del mondo, tra cui in Italia. Nel 1987 è diventata assistente del Ministro.

Dal 1991 al 1992 è stata Ministro della Programmazione Internazionale e della Cooperazione, nel 1992 Ministro dell'Agricoltura. Dal 1993 al 2000 ha diretto l'Agenzia Internazionale contro la deforestazione con sede in Burkina Faso. Nel 2001 è stata chiamata come assistente dall'amico Amadou Tourè, che nel 2002 è diventato presidente del Mali nominandola Ministro dello Sviluppo Rurale. A partire dal 2003 è stata presidente del SONTAM, la società ministeriale dell'industria del tabacco.Ha quattro figli.

Per il Mali è la prima volta che una donna assume la carica di Primo Ministro ( o di Capo di Stato).
Il Mali è il 15° paese africano ad aver avuto nel corso della propria storia, anche per un solo giorno, una donna nelle più alte cariche dello stato (Capo di Stato o Capo del Governo). Gli altri 14 paesi sono: Etiopia, Lesotho e Swaziland (Regina), Gabon, Guinea Bissau, Liberia e Sudafrica (Capo di Stato) e Burundi, Madagascar, Mozambico, Centrafrica, Ruanda, Sao Tomè e Principe, Senegal (Primo Ministro).

Quello che è avvenuto in Mali, con la nomina della Sidibè, aggiunge un piccolo tassello alla lotta per aumentare la rappresentanza femminile nelle istituzioni, in Africa come nel Mondo. Ricordiamoci, ad esempio, che l'Italia è tra i tanti paesi che non hanno mai avuto una donna a Capo dello Stato o del governo.

Malcolm X nelle opere letterarie

Settimo di 11 figli, Malcolm nasce il 19 maggio 1925 a Omaha, nel Nebraska. Suo padre, Earl Little, era un pastore battista mentre la madre, Louise Norton, era un'immigrata di Grenada, a quel tempo isola antillana che apparteneva all'impero britannico. Entrambi avevano aderito alla Universal Negro Improvement Association, il movimento pan-africanista di liberazione dei neri, fondato nel 1914 dal politico giamaicano Marcus Garvey.

A quel tempo tra i gruppi razzistici più attivi vi era il Ku Klux Klan, fondato nel 1867 nel Tennessee da ex-appartenenti all'esercito sudista, messo fuorilegge nel 1869 e rinato in Georgia nel 1915. Proprio a questa organizzazione si attribuì, nel 1931, la morte del padre di Malcolm, colpevole di aver predicato in quartieri segregati dei neri.

Nel 1937 la cronica mancanza di reddito e la grave malattia che aveva colpito la madre cominciarono a disgregare la famiglia di Malcolm, che venne affidato ad alcuni amici. L'anno seguente fu espulso dalla scuola per "cattiva condotta e comportamento anti-sociale" e venne spedito nella casa di correzione di Lansing. Nel gennaio 1939 gli assistenti sociali e il giudice decisero, dopo l'aggravamento della malattia, di rinchiudere la madre Louise in manicomio. Intanto Malcolm, nel correzionale dello Stato del Michigan, si segnalava come brillante studente, anche se sente molto forte la discriminazione che pesa sulla sua carriera dell'avvocato.

Poco dopo, insieme alla famiglia, si stabilisce nel ghetto nero di Boston dove lavora come lustrascarpe e come inserviente in ristoranti e treni. Entrato a far parte di alcuni gruppi anarchici, lascia il lavoro per trasformarsi in un organizzatore di scommesse clandestine. Arriva anche a spacciare droga. Ricercato dalla polizia, nel 1945, ritorna a Boston e si mette a capo di una banda di rapinatori, ma l'esperienza ha vita breve.
Nel febbraio 1946, viene arrestato per una banale rapina e condannato a dieci anni di carcere.

Dal febbraio 1946 al luglio 1952 Malcolm soggiornò in tre carceri del Massachussetts. Nella colonia penale di Norfolk, in cui trascorse il periodo 1948-1951, avviene la sua trasformazione. Attraverso il fratello Reginald, Malcolm entra in contatto con la Nazione dell'Islam e col suo capo Elijah Poole, che intanto aveva assunto il nome di Elijah Muhammad. La Nazione dell'Islam predicava il separatismo autosufficiente dei neri dai bianchi (necessario prima del ritorno in Africa), denunciava il razzismo della religione cristiana e lottava contro la droga, il tabacco, l'alcol, i cibi impuri e ogni forma di vizio.

Malcolm inizia a studiare e a leggere facendo nello stesso tempo proselitismo tra le mura del carcere. Diventa pericoloso al punto che per evitare problemi le autorità carcerarie decidono di liberarlo.
Trovato lavoro come commesso, si stabilisce a Inkster, ghetto nero di Detroit, e prende la decisione di cambiare il cognome in "X", a perenne ricordo della privazione del suo vero nome africano a cui i bianchi avevano assoggettato i suoi antenati in schiavitù nel Nuovo Mondo.

Decide di lavorare anche alla catena di montaggio di un'industria automobilistica per poi passare ad essere "rettificatore" alla Gar Wood, una fabbrica di camion, e fare ritorno, in seguito, sulla costa orientale, diventando il più infaticabile predicatore della Nazione dell'Islam. Apre e organizza nuove moschee e trasforma la Nazione dell'Islam in un dinamico gruppo politico-religioso di "musulmani di colore, separatisti e rigidamente organizzati". Nel 1958 si sposa con una compagna del suo movimento, Betty Shabazz e si stabilisce a New York

Negli anni 1963-64 egli matura la decisione di fondare con un gruppo di seguaci, "l'Organizzazione dell'Unità Afroamericana". I viaggi in Europa, Medio Oriente e Africa, gli offrono il destro per diffondere le sue idee, che comprendono due punti fondamentali:

The White House has approved the use of missile-armed Predator drones to help Nato target Colonel Gaddafi's forces in Libya.Coalition commanders have been privately urging the Americans to provide the specialist unmanned aircraft, which have become a favoured – if controversial – weapon in Afghanistan and Pakistan.Their ability to hone in on targets using powerful night-vision cameras is considered to be one way of helping rebels in the besieged city of Misrata, where a humanitarian crisis has unfolded in the last week.The US defence secretary, Robert Gates, said Barack Obama had approved the use of the Predators which are armed with Hellfire missiles, signalling a marked growth in the US contribution to the Nato effort.Gates told a Pentagon news conference that the Predator was an example of the unique US military capabilities that the president is willing to contribute while other countries enforce a no-fly zone.General James Cartwright said that the first Predator mission in Libya had been scheduled for Thursday night but was abandoned because of poor weather. The US military plans to maintain two patrols of armed Predators above Libya at any given time, permitting better surveillance – and targeting – of Gaddafi's forces as they dig into positions next to civilian areas, Cartwright told the same briefing.The drones are based in the region but typically flown via remote control by pilots in the US. The drones for Libya had not been withdrawn from Afghanistan, Gates and Cartwright said.Khaled Kayim, Libya's deputy foreign minister, said the deployment of the drones would result in the deaths of more civilians. Caro Pierluigi

Ti scrivo questa breve nota per significarti il mio personale rammarico per il riferimento offensivo che tu hai fatto ieri in riferimento all'eventuale uscita dell'Italia dall'Europa. Interrogandoti su dove questo governo vorrebbe portare l'Italia, tu hai fatto con un'altra domanda se è verso l'Unione Africana. Naturalmente dando per scontato che quello fosse il luogo della perdizione o comunque l'orrizzonte più negativo che ci sia.

Caro Pierluigi poiché ti conosco da qualche anno e ho sempre nutrito rispetto e stima nei tuoi confronti, questa tua uscita mi ha profondamente sorpreso. Come recita l'adagio "un uomo che morde fa notizia mentre un cane che morde non suscita clamore" ed proprio per questa ragione che riservo alla tua uscita una certa attenzione, nonostante il mio livello di assuefazione rispetto ai flussi di insulti in cui ormai da anni vengono indirizzati agli africani e à l'Africa. Non ritengo di doverti mettere alla stessa stregua di un Borghezio qualunque i cui insulti ormai ci siamo rassegnati. Dunque è proprio perché non ti posso considerare alla stessa stregua di queste tipologie di persone, mi permetto di scriverti tutto il mio disappunto pretendendo anche delle scuse da parte tua a tutti gli africani.

Pierluigi gente come te mi hanno sempre insegnaìto che un uomo pubblico, e per giunto un leader politico deve manneggiare con cura le parole, Insomma la comunicazione di un dirigente politico non equivale a quella del cittadino qualunque. E gli stereoptipi sull'Africa e sugli africani sono talmente radicati nella coscienza di questo paese da dover richiamare l'esigenza di un'ecologia del linguaggio che detto per inciso dovrebbe essere una colonna portante di una politica che si configura come pedagogia sociale e culturale. Dunque "civitas" e non solo "polis" mi portano a dirti che serve più attenzione e rispetto. Sarebbe opportuno, a mio avviso. se tu facessi pubblico ammenda di questo riferimento.

Teodoro Obiang Nguema says the conflict in Libya doesn't merit foreign interference. The 69-year-old president of Equatorial Guinea described western military efforts to enforce a no-fly zone over Libya as a "so-called humanitarian intervention."

- Arming rebels in Libya would be a bad idea that can potentially cause divisions among the international community, according to an Italian government official.

“Arming the rebels would be a controversial measure, an extreme measure that could certainly divide the international community,” foreign ministry spokesman Maurizio Massari said Wednesday in a radio interview with Radioanch’io. Unite States president Barack Obama in a Tuesday interview with the NBC television network said he would consider arming the rebels. "I'm not ruling it out, but I'm also not ruling it in," Obama said. France also did not exclude the possibility of arming rebels when it joined other Nato members states on Tuesday in London to discuss Libya. Italian foreign minister Franco Frattini on Wednesday told Italy's Sky TG24 news channel that the African Union should work with the international community to encourage Libyan leader Muammar Gaddafi to resign.

Let me welcome you all to London.

Foreign Ministers from more than 40 countries – from America to Asia – from Europe to Africa – from the United Nations to the Arab world. All here to unite with one purpose: to help the Libyan people in their hour of need.

Today is about a new beginning for Libya – a future in which the people of Libya can determine their own destiny, free from violence and oppression.

But the Libyan people cannot reach that future on their own.

They require three things of us.

First, we must reaffirm our commitment to UN Security Council Resolutions 1970 and 1973 and the broad alliance determined to implement it.

Second, we must ensure the delivery of humanitarian aid where it is needed, including to newly liberated towns.

And third, we must help the Libyan people plan for their future after the conflict is over.

These are the three goals of this London Conference.Let me take each in turn.

Reaffirming our commitment to the UNSCRs

First, UN Security Council Resolution 1973.

Just twelve days ago, following an appeal by the Arab League, the United Nations passed an historic resolution to protect the people of Libya from the murderous brutality of Qadhafi’s regime.

At the meeting Nicholas Sarkozy hosted in Paris, we made the right choice: to draw a line in the desert sand, and to halt his murderous advance by force.

Be in no doubt.

Our action saved the city of Benghazi.

It averted a massacre.

And it has given freedom a chance in Libya.

But be in no doubt about something else.

As I speak the people of Misurata are continuing to suffer murderous attacks from the regime.

I have had reports this morning that the city is under attack from both land and sea.

Qadhafi is using snipers to shoot them down and let them bleed to death in the street.

He has cut off food, water and electricity to starve them into submission.

And he is harassing humanitarian ships trying to get into the port to do what they can to relieve their suffering.

He continues to be in flagrant breach of the UN Security Council Resolution.

That is why there has been such widespread support amongst the Libyan people – and in the wider Arab world – for the military action we are taking.

It has saved lives, and it is saving lives.

As one Misurata resident put it: “These strikes give us hope”.

Today we must be clear and unequivocal: we will not take that hope away.

We will continue to implement United Nations Resolutions for as long as is necessary to protect the Libyan people from danger.

Humanitarian Aid

Second, humanitarian aid.

Just as it is essential that the international community works together to stop the slaughter, it’s vital that we get aid in to save lives. This has to happen now.

And it is happening.

Already we are seeing how the actions we have taken are helping to pave the way for humanitarian organisations to return to liberated cities.

Even in Misurata, humanitarian agencies have managed to get some supplies in.

In Benghazi, the ICRC, Islamic Relief and International Medical Corps are back in and are working hard.

In Ajdabiya, thousands of people have fled, but the hospital is reported to be functioning – though it urgently needs more nursing staff and supplies.

So supplies are getting in, but we need to redouble our efforts.

The whole international community needs to work together.

The UN’s has an absolutely critical role in ensuring that humanitarian aid gets through to those who need it, especially in the newly liberated towns.

Building a stable peace

When the fighting is over, we will need to put right the damage that Qadhafi has inflicted.

Repairing the hospitals ruined by shells…

…rebuilding the homes demolished by Qadhafi’s tank rounds…

…and restoring the mosques and minarets smashed by his barbarity.

It’s never too early to start planning co-ordinated action to support peace in Libya over the long term.

It is surely the UN, working with regional organisations and the rest of the international community, who should lead this work.

Repairing physical infrastructure…

…ensuring basic services…

…and helping Libyans restore functioning government at every level.

Planning for the future

Third, we must help the people of Libya plan now for the political future they want to build.

Our military actions can protect the people from attack; and our humanitarian actions can help the people recover. But neither are sufficient to provide the path to greater freedom.

Ultimately, the solution must be a political one – and it must be for the Libyan people themselves to determine their own destiny.

That means reinforcing the UN sanctions to exert the greatest possible pressure on the Qadhafi regime.

And it requires bringing together the widest possible coalition of political leaders…

…including civil society, local leaders and most importantly the Interim Transitional National Council…

…so that the Libyan people can speak with one voice.

Our task in the international community is to support Libya as it looks forward to a better future.

This will not be achieved in a matter of days or weeks.

The coalition of countries and organisations gathered here today must commit to seeing this task through.

I propose that today’s Conference should agree to set up a Contact Group, which will put political effort on a sustained basis into supporting the Libyan people.

We should be clear about the scale of the challenge. It will mean looking afresh at our entire engagement with Libya and the wider region – from our development programmes, to our cultural exchanges and trade arrangements.

All our efforts must support the building blocks of a democratic society.

Freedom of expression

The right to free and fair elections

The right to peaceful protest.

Respect for human rights and the rule of law.

These aren’t values that belong to any one nation.

They are universal.

They are embedded in the Vision of a Democratic Libya set out by the Interim Transitional National Council today.

And we should warmly welcome this commitment.

Conclusion

As this broad range of countries gathers here today in London, there are people suffering terribly under Qadhafi’s rule.

Our message to them is this: there are better days ahead for Libya.

Just as we continue to act to help protect the Libyan people from the brutality of Qadhafi’s regime…

…so we will support and stand by them as they seek to take control of their own destiny.

Their courage and determination will be rewarded.

A new beginning for Libya is within their grasp and we will help them seize it.

A- LES VRAIES RAISONS DE LA GUERRE EN LIBYE
1-     Premier satellite Africain RASCOM 1
C'est la Libye de Kadhafi qui offre à toute l'Afrique sa première vraie révolution des temps modernes : assurer la couverture universelle du continent pour la téléphonie, la télévision, la radiodiffusion et de multiples autres applications telles que la télémédecine et l'enseignement à distance ; pour la première fois, une connexion à bas coût devient disponible sur tout le continent, jusque dans les zones rurales grâce au système par pont radio WMAX.

L'histoire démarre en 1992 lorsque 45 pays africains créent la société RASCOM pour disposer d'un satellite africain et faire chuter les coûts de communication sur le continent. Téléphoner de et vers l'Afrique est alors le tarif le plus cher au monde, parce qu'il y avait un impôt de 500 millions de dollars que l'Europe encaissait par an sur les conversations téléphoniques même à l'intérieur du même pays africain, pour le transit des voix sur les satellites européens comme Intelsat. Un satellite africain coûtait juste 400 millions de dollars payable une seule fois et ne plus payer les 500 millions de location par an. Quel banquier ne financerait pas un tel projet ? Mais l'équation la plus difficile à résoudre était : comment l'esclave peut-il s'affranchir de l'exploitation servile de son maître en sollicitant l'aide de ce dernier pour y parvenir ? Ainsi, la Banque Mondiale , le FMI, les USA, l'Union Européenne ont fait miroiter inutilement ces pays pendant 14 ans. C'est en 2006 que Kadhafi met fin au supplice de l'inutile mendicité aux prétendus bienfaiteurs occidentaux pratiquant des prêts à un taux usuraire; le guide Libyen a ainsi mis sur la table 300 millions de dollars, La Banque Africaine de Développement a mis 50 millions, la Banque Ouest Africaine de Développement, 27 millions et c'est ainsi que l'Afrique a depuis le 26 décembre 2007 le tout premier satellite de communication de son histoire. Dans la foulée, la Chine et la Russie s'y sont mises, cette fois en cédant leur technologie et ont permis le lancement de nouveaux satellites, Sud-Africain, Nigérian, Angolais, Algérien et même un deuxième satellite africain est lancé en juillet 2010. Et on attend pour 2020, le tout premier satellite technologiquement 100% africain et construit sur le sol africain, notamment en Algérie. Ce satellite est prévu pour concurrencer les meilleurs du monde, mais à un coût 10 fois inférieur, un vrai défi. Voilà comment un simple geste symbolique de 300 petits millions peut changer la vie de tout un continent. La Libye de Kadhafi a fait perdre à l'Occident, pas seulement 500 millions de dollars par an mais les milliards de dollars de dettes et d'intérêts que cette même dette permettait de générer à l'infini et de façon exponentielle, contribuant ainsi à entretenir le système occulte pour dépouiller l'Afrique.

2-   FOND MONETAIRE AFRICAIN, BANQUE CENTRALE AFRICAINE, BANQUE AFRICAINE DES INVESTISSEMENTS
Les 30 milliards de dollars saisis par M. Obama appartiennent à la Banque Centrale Libyenne et prévu pour la contribution libyenne à la finalisation de la fédération africaine à travers 3 projets phare : la Banque Africaine d'Investissement à Syrte en Libye, la création dès ce 2011 du Fond Monétaire Africain avec un capital de 42 milliards de dollars avec Yaoundé pour siège, la Banque Centrale Africaine avec le siège à Abuja au Nigeria dont la première émission de la monnaie africaine signera la fin du Franc CFA grâce auquel Paris a la main mise sur certains pays africains depuis 50 ans. On comprend dès lors et encore une fois la rage de Paris contre Kadhafi. Le Fond Monétaire Africain doit remplacer en tout et pour tout les activités sur le sol africain du Fond Monétaire International qui avec seulement 25 milliards de dollars de capital a pu mettre à genoux tout un continent avec des privatisations discutables, comme le fait d'obliger les pays africains à passer d'un monopole publique vers un monopole privé. Ce sont les mêmes pays occidentaux qui ont frappés à la porte pour être eux aussi membres du Fond Monétaire africain et c'est à l'unanimité que le 16-17 décembre 2010 à Yaoundé les Africains ont repoussé cette convoitise, instituant que seuls les pays africains seront membres de ce FMA.
Il est donc évident qu'après la Libye la coalition occidentale déclarera sa prochaine guerre à l'Algérie, parce qu'en plus des ses ressources énergétiques énormes, ce pays a une réserve monétaire de 150 milliards d'Euros. Ce qui devient la convoitise de tous les pays qui bombardent la Libye et qui ont tous quelque chose en commun, ils sont tous financièrement en quasi faillite, les USA à eux seuls ont 14.000 Milliards de dollars de dettes, La France , la Grande Bretagne et l'Italie ont chacun environ 2.000 milliards de dettes publiques alors que les 46 pays d'Afrique Noire ont au total moins de 400 milliards de dollars de dettes publiques. Créer des fausses guerres en Afrique dans l'espoir de trouver de l'oxygène pour continuer leur apnée économique qui ne fait que s'empirer ne fera qu'enfoncer les Occidentaux dans leur déclin qui a pris son envol en 1884, lors de la fameuse Conférence de Berlin. Car comme l'avait prédit l'économiste Américain Adams Smith en 1865, dans son soutient à Abraham Lincoln pour l'abolition de l'esclavage, «l'économie de tout pays qui pratique l'esclavage des noirs est en train d'amorcer une descente vers l'enfer qui sera rude le jour où les autres nations vont se réveiller »
3- UNIONES REGIONALES COMME FREIN A LA CREATION DES ETATS-UNIS D'AFRIQUE
Pour déstabiliser et détruire l'union Africaine qui va dangereusement (pour l'Occident) vers les Etats-Unis d'Afrique avec la main de maître de Kadhafi, l'Union Européenne a d'abord tenté sans y parvenir la carte de la création de l'UPM (Union Pour la Méditerranée ) Il fallait à tout prix couper l'Afrique du Nord du reste de l'Afrique en mettant en avant les mêmes thèses racistes du 18-19^ème siècle selon lesquelles les populations africaines d'origine Arabes seraient plus évoluées, plus civilisées que le reste du continent. Cela a échoué parce que Kadhafi a refusé d'y aller. Il a compris très vite le jeu à partir du moment où on parlait de la Méditerranée en associant quelques pays africains sans en informer l'Union Africaine, mais en y invitant tous les 27 pays de l'Union Européenne. L'UPM sans le principal moteur de la fédération africaine était foirée avant même de commencer, un mort – né avec Sarkozy comme Président et Mubarack, le vice-président. Ce que Alain Juppé tente de relancer, tout en misant sur la chute de Kadhafi, bien sur. Ce que les dirigeants Africains ne comprennent pas est que tant que ce sera l'Union Européennes à financer l'Union Africaine, on sera toujours au point de départ, car dans ces conditions, il n'y aura pas d'effective indépendance. C'est dans le même sens que l'Union Européenne a encouragé et financé les regroupements régionaux en Afrique. Il était évident que la CEDEAO qui a une Ambassade à Bruxelles et qui tire l'essentiel de son financement de l'UE, est un obstacle majeur contre la fédération africaine. C'est ce que Lincoln avait combattu dans la guerre de sécession aux Etats-Unis, parce qu'à partir du moment où un groupe de pays se retrouvent autour d'une organisation politique régionale, cela ne peut que fragiliser l'organe central. C'est ce que l'Europe voulait et c'est ce que les Africains n'ont pas compris en créant coup sur coup, la COMESA , l'UDEAC, la SADC et le Grand Maghreb qui n'a jamais fonctionné encore une fois grâce à Kadhafi qui lui l'avait très bien compris.
4- KADHAFI, L'AFRICAIN QUI A PERMIS DE LAVER L'HUMILIATION DE L'APARTHEID
Kadhafi est dans le cœur de presque tous les Africains comme un homme très généreux et humaniste pour son soutien désintéressé a la bataille contre le régime raciste d'Afrique du Sud. Si Kadhafi avait été un homme égoïste, rien ne l'obligeait à attirer sur lui les foudres des occidentaux pour soutenir financièrement et militairement l'ANC dans sa bataille contre l'apartheid. C'est pour cela que à peine libéré de ses 27 ans de prisons, Mandela décide d'aller rompre l'embargo des Nations Unis contre la Libye le 23 Octobre 1997. A cause de cet embargo même aérien, depuis 5 longues années aucun avion ne pouvait atterrir en Libye. Pour y arriver, Il fallait prendre un avion pour la Tunisie ; arriver à Djerba et continuer en voiture pendant 5 heures pour Ben Gardane, passer la frontière et remonter en 3 heures de route par le désert jusqu'à Tripoli. Ou alors, passer par Malte et faire la traversée de nuit, sur des bateaux mal entretenus jusqu'à la côte libyenne. Un calvaire pour tout un peuple, juste pour punir un seul homme. Mandela décida de rompre cette injustice et répondant a l'ex Président Américain Bill Clinton, qui avait jugé cette visite «malvenue», il s'insurgea : «Aucun Etat ne peut s'arroger le rôle de gendarme du monde, et aucun Etat ne peut dicter aux autres ce qu'ils doivent faire ». il ajouta : « ceux-là qui hier étaient les amis de nos ennemis, ont aujourd'hui le toupet de me proposer de ne pas visiter mon frère Kadhafi, ils nous conseillent d'être ingrats et d'oublier nos amis d'hier ». En effet, pour l'Occident, les racistes d'Afrique du Sud étaient leurs frères qu'il fallait protéger. C'est pour cela que tous les membres de l'Anc étaient considérés des dangereux terroristes, y compris Nelson Mandela. Il faudra attendre le 2 Juillet 2008, pour que le Congrès Américain vote une loi pour rayer le nom de Nelson Mandela et de ses camarades de l'ANC de cette liste noire, pas parce qu'ils ont compris la bêtise d'une telle liste, mais parce qu'on voulait faire un geste pour les 90 ans de Nelson Mandela. Si les Occidentaux sont aujourd'hui repentis de leur soutient d'hier aux ennemis de Mandela et sont vraiment sincères lorsqu'on lui donnent des noms de rue et de places, comment continuer à faire la guerre à celui qui a permis la victoire de Mandela et son peuple, Kadhafi ?
B- CEUX QUI VEULENT EXPORTER LA DEMOCRATIE SONT-ILS DES DEMOCRATES ?
Et si la Libye de Kadhafi était plus démocratique que les USA, la France , la Grande Bretagne et tous ceux qui font la guerre pour exporter la démocratie en Libye ? Le 19 Mars 2003, le Président Georges Bush lance les bombes sur la tête des Iraquiens avec le prétexte d'y exporter la démocratie. Le 19 Mars 2011, c'est-à-dire 8 ans plus tard et jour pour jour, c'est le Président Français qui lance ses bombes sur la tête des Libyens avec le même prétexte de leur offrir la démocratie. Monsieur Obama, Prix Nobel de la Paix 2009 et président des Etat Unis d'Amérique, pour justifier qu'il procède à un déferlement de missiles Cruise de ses sous-marins sur la tête des Libyens a dit que c'était pour chasser le dictateur Kadhafi du pouvoir et y instaurer la démocratie.
La question que tout être humain doté de la moindre capacité intellectuel de jugement et d'appréciation ne peut s'empêcher de se poser est : ces pays comme la France , l'Angleterre, les USA, l'Italie, la Norvège , le Danemark, la Pologne dont la légitimité pour aller bombarder les Libyens se base sur le seul fait de s'être autoproclamés « pays démocratiques » sont-ils réellement démocratiques ? Si oui, sont-ils plus démocratiques que la Libye de Kadhafi ? La réponse, sans équivoque est NON, pour la simple et bonne raison que la démocratie n'existe pas. Ce n'est pas moi qui l'affirme, mais celui-là même dont la ville natale, Genève abrite l'essentiel du commandement des Nations Unies. Il s'agit bien entendu de Jean-Jacques Rousseau né à Genève en 1712 qui affirme dans le chapitre IV du Livre III de son très célèbre « Contrat Social » que : « il n'a jamais existé de véritable démocratie, et il n'en existera jamais». Pour qu'un état soit véritablement démocratique Rousseau pose 4 conditions selon lesquelles la Libye de Kadhafi est même de loin plus démocratique que les Etats-Unis d'Amérique, la France et tous les autres qui prétendent lui exporter la démocratie à savoir :
1-      Dimension de l'Etat : plus un état est grand, moins il peut être démocratique, pour Rousseau l'Etat doit être très petit pour que le peuple soit facile à rassembler et que chaque citoyen puisse aisément connaître tous les autres. Avant donc de faire voter les gens, il faut s'assurer que chacun connaisse tous les autres sans quoi voter pour voter est un acte dénué de tout fondement démocratique, c'est un simulacre de démocratie pour élire un dictateur. La structure de l'organisation de l'Etat Libyen se fonde sur une base tribale qui regroupe par définition le peuple en de petites entités. Le sentiment démocratique est plus présent dans une tribu, dans un village que dans une grande Nation, parce que le fait que tout le monde se connaisse et que la vie tourne autour des mêmes points communs apporte une sorte d'autorégulation, d'autocensure même pour peser à chaque instant, la réaction ou la contre-réaction des autres membres pour ou contre les opinions qu'on peut avoir. Sous cet angle, c'est la Lybie qui répond le mieux aux exigences de Rousseau, ce qu'on ne peut pas dire de même pour les Etats-Unis d'Amérique, la France ou la Grande Bretagne , des sociétés fortement urbanisées où la majorité des voisins ne se disent même pas bonjour et donc ne se connaissent pas, même vivant cote-à-cote pendant 20 ans. Dans ces pays, on est passé directement à l'étape suivante : « le vote » qu'on a malignement sanctifié afin de faire oublier que ce vote est inutile à partir du moment où je m'exprime sur l'avenir d'une nation sans en connaitre ses membres. On est ainsi arrivé jusqu'à la bêtise du vote des citoyens vivant à l'étranger. Se connaitre et se parler est la condition essentielle de la communication pour le débat démocratique qui précède toute élection.
2-    Il faut la simplicité des mœurs et des comportements pour éviter que l'on passe l'essentiel du temps à parler de justice, de tribunal pour trouver des solutions aux multitudes querelles d'intérêts divers qu'une société trop complexe fait naitre naturellement. Les Occidentaux se dé finissement comme des pays civilisés, donc aux mœurs complexes et la Libye comme pays dit primitif, c'est-à-dire aux meurs simples. Sous cet angle, encore une fois, c'est la Libye qui répondrait mieux aux critères démocratiques de Rousseau que tous ceux qui prétendent lui donner des leçons de démocratie. Dans une société complexe, les trop nombreux conflits sont résolus par la loi du plus fort, puisque celui qui est riche évite la prison parce qu'il peut se permettre un meilleur avocat et surtout, orienter l'appareil répressif de l'état contre celui qui vole une banane dans un supermarché, plutôt que le délinquant financier qui fait crouler une banque. Dans une ville comme New York où 75% de la population est blanche, 80% des postes de cadres sont occupés par des Blancs et ils ne sont que 20% des personnes en prison.
3-    L'égalité dans les rangs et dans les fortunes.   Il suffit de voir le classement FORBES 2010 pour voir quels sont les noms des personnes les plus riches de chacun des pays qui jette la bombe sur la tête des Libyens et voir la différence avec le salaire le plus bas dans chacun des pays et faire de même pour la Libye pour comprendre qu'en matière de redistribution de la richesse du pays, c'est à la Libye d'exporter son savoir faire à ceux qui la combattent et non le contraire. Même sous cet angle, selon Rousseau, la Libye serait plus démocratique que ceux qui veulent pompeusement lui exporter la prétendue démocratie. Aux Etats-Unis 5% de la population possèdent 60% de la richesse nationale. C'est le pays le plus déséquilibré, le plus inégal du monde.
4-    PAS DE LUXE. Pour Rousseau pour qu'il y ait la démocratie dans un pays, il ne faut pas qu'il y ait de luxe parce que selon lui, le luxe rend nécessaire la richesse et cette dernière devient la vertu, l'objectif à atteindre à tout prix et non le bonheur du peuple, « le luxe corrompt à la fois le riche et le pauvre, l'un par la possession, l'autre par la convoitise ; il vend la patrie à la mollesse, à la vanité ; il ôte à l'Etat tous ses citoyens pour les asservir les uns aux autres, et tous à l'opinion ». Ya-t-il plus de luxe en France ou en Libye ? Ce rapport d'asservissement des employés qui sont poussés jusqu'au suicide les employés mêmes des entreprises publiques ou semi-publique, pour des raisons de rentabilité et donc de possession de luxe d'une des parties est-il plus criant en Libye ou en Occident ?
Le sociologue Américain C. Wright Mills a décrit en 1956 la démocratie américaine comme « la dictature des élites ». Selon Mills, les Etats-Unis d'Amérique ne sont pas une démocratie parce qu'en définitive, c'est l'argent qui y parle dans les élections et non le peuple. Le résultat de chaque élection y est l'expression de la voix de l'argent et non la voix du peuple. Après Bush-père et Bush-fils, pour les primaires républicaines de 2012, on parle déjà de Bush-benjamin. En plus, si le pouvoir politique se base sur la bureaucratie, Max Weber fait remarquer qu'il y a 43 millions de fonctionnaires et militaires aux Etats-Unis qui commandent effectivement le pays, mais qui n'ont été votés par personne et qui ne répondent pas directement au peuple de leurs activités. Une seule personne (un riche) est donc votée mais le vrai pouvoir sur le terrain est tenue par une seule caste de riches qui ne résulte purement et simplement que de nominations comme les ambassadeurs, les généraux de l'armée etc...
Combien de personnes dans les pays autoproclamés « démocratiques » savent qu'au Pérou la constitution interdit un deuxième mandat consécutif au président de la république sortant ? Combien de personnes savent qu'au Guatemala, non seulement le président sortant ne doit plus jamais se présenter comme candidat à cette fonction, mais qu'en plus à aucun degré de parenté, aucun membre de sa famille ne pourra plus prétendre à cette fonction ? Combien savent que le Rwanda est le pays qui intègre politiquement le mieux les femmes au monde avec 49% de parlementaires femmes ? Combien savent que dans le classement de la CIA 2007, sur 10 pays les mieux gérés au monde, 4 sont Africains ? Avec la palme d'or à la Guinée équatoriale dont la dette publique ne représente que 1,14% de son PIB.
La guerre civile, les révoltes, les rebellions sont les ingrédients d'un début de démocratie soutient Rousseau. Parce que la démocratie n'est pas une fin, mais un processus permanent pour réaffirmer les droits naturels des humains que dans tous les pays du monde (sans exception) une poignée d'hommes et de femmes, confisquant le pouvoir du peuple, l'oriente pour se maintenir aux affaires. On trouve ici et là des formes de castes qui usurpent le mot « démocratie » qui doit être cet idéal vers lequel tendre et non un label à s'approprier ou un refrain à vanter parce qu'on est juste capable de crier plus fort que les autres. Si un pays est calme comme la France ou les Etats-Unis, c'est-à-dire sans aucune révolte, pour Rousseau cela veut tout simplement dire que le système dictatorial est suffisamment répressif pour empêcher toute tentative de rébellion. Si les Libyens se révoltent, ce n'est pas une mauvaise chose. C'est prétendre que les peuples acceptent stoïquement le système qui les opprime partout dans le monde sans réagir qui est très mauvais. Et Rousseau de conclure : « Malo periculosam libertatem quam quietum servitium -traduction : S'il y avait un peuple de dieux, il se gouvernerait démocratiquement. Un gouvernement si parfait ne convient pas à des hommes ». Dire qu'on tue les Libyens pour leur bien est un leurre.
C- QUELLES LECONS POUR L'AFRIQUE ?
Après 500 ans de relations de dominateur et de dominé avec l'Occident, il est dès lors prouvé que nous n'avons pas les mêmes critères pour définir le bon et le méchant. Nous avons des intérêts profondément divergents. Comment ne pas déplorer le Oui de 3 pays africains au sud du Sahara, Nigeria, Afrique du Sud et Gabon pour la résolution 1973 inaugurant la nouvelle forme de colonisation baptisée « protection des peuples », validant la théorie raciste que les Européens véhiculent depuis le 18^ème siècle selon laquelle l'Afrique du Nord n'a rien à partager avec l'Afrique Subsaharienne, l'Afrique du nord serait ainsi plus évoluée, plus cultivée et plus civilisée que le reste de l'Afrique. Tout se passe comme si la Tunisie , l'Egypte, la Libye , l'Algérie ne faisaient pas partie de l'Afrique. Même les Nations Unies semblent ignorer la légitimité de l'Union Africaine sur ses états membres. L'objectif est d'isoler les pays d'Afrique subsaharienne afin de mieux les fragiliser et les tenir sous contrôle. En effet, dans le capital du nouveau Fond Monétaire Africain (FMA), l'Algérie avec 16 milliards de dollars et la Libye avec 10 milliards de dollars contribuent à eux tous seuls pour près de 62% du capital qui est de 42 milliards de Dollars. Le premier pays d'Afrique subsaharienne et les plus peuplés, le Nigeria suivi de l'Afrique du Sud arrivent très loin derrière avec 3 milliards de dollars chacun.
C'est très inquiétant de constater que pour la première fois de l'histoire des Nations Unies, on a déclaré la guerre à un peuple sans avoir exploré au préalable la moindre piste pacifique pour solutionner le problème.
L'Afrique a-t-elle encore sa place dans une telle organisation ? Le Nigeria et l'Afrique du Sud sont disposés à voter OUI à tout ce que l'Occident demande, parce qu'ils croient naïvement aux promesses des uns et des autres de leur donner une place de membre permanent au Conseil de Sécurité avec le même droit de veto. Ils oublient tous les deux que la France n'a aucun pouvoir de leur attribuer le moindre poste. Si elle l'avait, il y a belle lurette que Mitterrand l'aurait faite pour l'Allemagne de Helmut Kohl. La reforme des Nations Unies n'est pas à l'ordre du jour. La seule manière de compter, est la méthode chinoise : tous les 50 pays africains doivent quitter les Nations Unies. Et s'ils doivent y retourner un jour, ne le faire que s'ils ont obtenu ce qu'ils demandent depuis longtemps, un poste pour toute la fédération africaine, sinon rien.
Cette méthode de la non-violence est la seule arme de justice dont disposent les pauvres et les faibles que nous sommes. Nous devons tout simplement quitter les Nations Unies, car cette organisation de par sa configuration, de par sa hiérarchie est aux services des plus forts.
Nous devons quitter les Nations Unies afin de marquer notre réprobation de cette conception du monde basée uniquement sur l'écrasement du plus faible. Tout au moins ils seront libres de continuer de le faire, mais pas avec notre signature, pas en rappelant que nous sommes d'accord alors qu'ils savent très bien qu'ils ne nous ont jamais interrogés. Et même quand nous avons donné notre propre point de vue, comme la rencontre de samedi 19/3 à Nouakchott avec la déclaration sur la contrariété à l'action militaire, ceci a été passé tout simplement sous silence pour aller accomplir le forfait de bombarder le peuple africain.
Ce qui arrive aujourd'hui est le scénario déjà vu auparavant avec la Chine. Aujourd 'hui, on reconnaît le gouvernement Ouattara, on reconnaît le gouvernement des insurgés en Libye. C'est ce qui s'est passé à la fin de la deuxième guerre mondiale avec la Chine. La soit disante communauté internationale avait choisi Taiwan comme unique représentant du peuple Chinois en lieu de place de la Chine de Mao. Il faudra attendre 26 ans, c'est-à-dire le 25 octobre 1971 avec la résolution 2758 que tous les Africains devraient lire, pour mettre fin à la bêtise humaine. La Chine est admise, sauf qu'elle a prétendu et obtenue d'être membre permanent avec doit de veto, si non elle n'entre pas. Cette exigence satisfaite et la résolution d'admission entrée en vigueur, il faudra attendre un an pour que le 29 septembre 1972, le Ministre Chinois des Affaires Etrangères donne sa réponse avec une lettre au Secrétaire Général des Nations Unies pas pour dire Oui ou Merci, mais pour faire des mises au point, en garantie de sa dignité et de sa respectabilité. Qu'est-ce que l'Afrique espère obtenir des Nations Unies sans poser un acte fort pour se faire respecter ? On a vu en Cote d'Ivoire un fonctionnaire des Nations Unies se considérer au dessus d'une institution constitutionnelle de ce pays. Nous sommes entrés dans cette organisation en acceptant d'être des serfs et croire que nous serons invités à table pour manger avec les autres dans les plats que nous avons lavés est tout simplement crédule, pire, stupide. Quand l'UA reconnaît la victoire de Ouattara sans même tenir compte des conclusions contraires de ses propres observateurs envoyés sur le terrain, juste pour faire plaisir à nos anciens maîtres, comment peut-on nous respecter ? Lorsque le président Sud-Africain Zuma déclare que Ouattara n'a pas gagné les élections et change à 180° après un tour à Paris, on peut se demander ce que valent ces dirigeants qui représentent et parlent au nom de 1 milliard d'Africains.
La force et la vraie liberté de l'Afrique viendront de sa capacité à poser des actes réfléchis et en assumer les conséquences. La dignité et la respectabilité ont un prix. Sommes-nous disposés à le payer ? Si non, notre place reste à la cuisine, aux toilettes pour garantir le confort des autres.

ADDIS ABABA (Reuters) - The African Union (AU) is planning to facilitate talks to help end the conflict in Libya between the government and rebel forces, it said on Friday.

"The AU action is ... aiming at facilitating dialogue between the Libyan parties on reforms to be launched to eliminate the root causes of the conflict," the union's commission chairman Jean Ping told a meeting in Addis Ababa, adding that the process should end with democratic elections.
It was the first statement by the AU, which had rejected any form of foreign intervention in the Libya crisis, since the U.N. Security Council imposed a no-fly zone last week and began air strikes on Libyan military targets.
"It is important that we agree on such an approach in order to ensure lasting peace, security and democracy in Libya," Ping told the meeting, attended by representatives from Libyan President Muammar Gaddafi's government, the opposition, the United States, France and the United Nations among others.
"We have to be forward-looking in our meeting and not split hairs with controversies relating to differences that have ruined our relationship in the past. We have to be pragmatic as to identifying the actions we can undertake together," he said.
U.N. Secretary General Ban Ki-moon told the Security Council on Thursday there was no evidence Tripoli was complying with U.N. resolutions.
He said his special envoy to Libya had warned Gaddafi's government of possible "additional measures" if Libya failed to comply with its ceasefire demand.

The African Union says it wants to join efforts to stop the fighting in Libya, but the organization's Peace and Security Council is rejecting any kind of foreign military intervention.

"The current situation requires urgent African action in order to facilitate immediate cessation of hostilities," Ramtane Lamamra, commissioner of the council, told a news conference in Ethiopia's capital, Addis Ababa.

The African Union has set up a panel of five heads of state to travel to Libya shortly to help ease the hostilities in the north African country, Reuters reported.

As the fighting continued, Libyan forces firing rockets and tank shells forced rebels to retreat from the strategic oil port of Ras Lanouf on Thursday.

Lightly armed opposition members sped back to their territory by the hundreds, fleeing eastward in cars and pickup trucks mounted with machine-guns, The Associated Press reported.

A rebel official in the town of Ajdabiya said Gadhafi's troops and tanks were battling the insurgents at the western entrance to Ras Lanouf and using gunboats to fire on the rebels from the sea.

"These are tough battles," said Akram al-Zwei, a member of the post-uprising town committee. "We are fighting against four battalions heavily equipped with airpower, tanks, missiles, everything."

Seif al-Islam Gadhafi, one of Moammar Gadhafi's sons, told Reuters on Thursday that Libyan forces will keep and will never surrender, even if Western powers intervene in the escalating conflict.

"This is our country," he told the news agency. "We will win."

Taking back Ras Lanouf would be a major victory for Gadhafi, re-establishing his power over a badly damaged but vital oil facility and pushing his zone of control farther along the main coastal highway running from rebel territory to Tripoli, the Libyan capital.

NATO considers options

The assault on Ras Lanouf comes as Western nations struggle to find a way to stop the escalating violence, which is aimed at forcing longtime leader Moammar Gadhafi out of office.

Anders Fogh Rasmussen, the NATO secretary general, said Thursday the international community is united in condemning the "outrageous and systematic violence" against the Libyan people.

He said the alliance has been in regular contact with other international organizations as it tries to determine the best course of action, noting "time is of the essence" as the conflict in the north African country escalates.

Rasmussen said NATO has agreed to move ships to the Mediterranean in response to the Libyan crisis, but stopped short of announcing any major interventions or the imposition of a no-fly zone over the country.

"We considered as well, initial options regarding a possible no-fly zone, in case NATO were to receive a clear United Nations mandate," he said after a meeting of defence ministers in Brussels. "Ministers agreed that further planning will be required."

Rasmussen said any NATO action in Libya would have to be based on a demonstrated need and a clear legal mandate, along with strong support from other countries in the region.

Gadhafi has vowed to fight any attempt to impose a no-fly zone on the north African country.

NATO's meeting comes after France became the first nation to formally recognize the Libyan opposition.

"We must now engage in dialogue with the new representatives in Libya," French Foreign Minister Alain Juppe said.

People in the eastern city of Benghazi, where the rebel group is based, honked and cheered to celebrate the announcement, Reuters reported.

Meanwhile, Germany froze billions in assets of the Libyan Central Bank and other state-run agencies. The U.S., U.K., Canada other countries have also frozen Gadhafi's assets.

"The international assets that are being frozen does make a difference for the money that's out of the country," CBC's Adrienne Arsenault said from Tripoli. "But it's also important to remember that Gadhafi has amazing reserves of cash within this country.

"He can last for quite some time while the international community continues to debate what it's going to do."

Casualties rising

Meanwhile, the president of the International Red Cross said doctors have seen a dramatic rise in the number of casualties in Libya, including many civilian deaths.

Jakob Kellenberger said Thursday in Geneva that local doctors over the past few days saw "a sharp increase in the number of casualties arriving at hospitals in Ajdabiya and Misrata," where there has been heavy fighting and airstrikes.

His comments come after Gadhafi accused Western media of exaggerating the number of casualties during the uprising, which aims to oust the leader.

Kellenberger said that in Misrata, 40 patients were treated for serious injuries and 22 dead were taken there. He said the Red Cross surgical team in Ajdabiya operated on 55 wounded this past week and "civilians are bearing the brunt of the violence."

The aid organization is cut off from access to western areas, including Tripoli, said Kellenberger, but he believes those areas are "even more severely affected by the fighting" than eastern rebel-held territories.

The UN estimates more than 200,000 people have fled Libya to escape the violence.

Pro-democracy demonstrations have been pushing for change since mid-February. Gadhafi, who has been in power since 1969, has consistently rejected calls to step aside and has blamed al-Qaeda and Western infiltrators for the unrest in Libya.

Il giorno 8 marzo 2011, alle ore 13.30, un incendio ha completamente raso al suolo la baraccopoli Deep Sea a Nairobi in Kenya. 10.000 persone, bambini, giovani, donne, uomini e anziani hanno perso tutto quel poco che possedevano.

Le baracche nelle quali vivevano sono state distrutte dalle fiamme, causando morti e feriti. Una vera Catastrofe Umanitaria. Ad oggi non è stato attivato alcun intervento istituzionale lasciando l'intera popolazione all'agghiaccio nelle piovose e gelide notti africane.

It’s an extraordinarily powerful image, one printed prominently in dozens of newspapers last week. And what makes it all the more potent are the details that the photographer could not capture in his frame.

“Honestly, he didn’t look to me as a mercenary at all,” Reuters’ Goran Tomasevic told The Globe and Mail from Ras Lanuf, the town near where he shot the photo.
The war photographer spoke of how he stumbled on the scene at a rebel checkpoint. There, angry onlookers were egging the interrogators on, claiming the youth – likely from Niger – had already “confessed” to being a foreign fighter. Yet he denied it, again and again.
Such scenes are playing out across Libya these days, as the uprising fuels friend-or-foe fears that resuscitate long-dormant tensions between mostly Arab citizens and foreign workers. “The black African, or sub-Saharan African population is, without any question, suffering repercussions and revenge attacks, for the real or perceived use of mercenaries by Gadhafi forces,” said Fred Abrahams of Human Rights Watch in New York.
The organization, which is calling on Western governments to help evacuate nationals from several African countries, says international media has given too much credence to inflated claims about Colonel Moammar Gadhafi’s reliance on foreign mercenaries. The group’s man on the ground, Peter Bouckaert, has even suggested that “lazy, irresponsible journalism” imperils lives.
Hundreds of thousands of migrant workers have flocked to Libya, mostly from neighbouring African states. Many of them are now being caught up in the heightening paranoia wrought by the conflict. They are hiding in urban centres and amassing along the borders in refugee camps. Compared to Westerners, whose governments are evacuating their citizenry at great expense, these migrants often have no help getting out.
Experts fear the Libyan conflict is evolving into a protracted civil war among various tribes. As both sides dig in, they accuse each other of recruiting foreign fighters. Col. Gadhafi claims his enemies are being spurred on by foreign “terrorists.” But many experts believe that the dictator himself is taking advantage of alliances he has forged over the past 40 years, with a variety of rebel forces in nearby countries.
“They certainly are non-nationals fighting for power, if you define that as a mercenary. He does have non-Libyans,” said Peter Pham, a U.S.-based expert on African security issues. He said that Col. Gadhafi is poised to have surrounded himself with Sudanese rebels, Tuareg tribesman, and a variety of other battle-tested veterans from regional conflicts.
Whether they are truly mercenaries is another matter. Some of the dictator’s expatriate loyalists have actually resided in Libya for years. That means they could cast their lot with the Gadhafi family for a variety of reasons – loyalty, paycheques, or for lack of any other suitable haven. There are also credible accounts that Tripoli is bringing in untested youths from nearby African countries to shore up the government’s ranks.
Speculation or not, rebel factions give a lot of credence to claims about the regime’s reliance on mercenaries. This mindset spells trouble for young men from non-Arab Africa, who find themselves caught at checkpoints.
Mr. Tomasevic, the 41-year-old Serbian photographer, and Mohammed Abbas, a 31-year-old British reporter, were covering rebel movements for Reuters when they came across last week’s scene.
Rebels were interrogating not one, but three, captive youths – including the one who was photographed. None seemed older than 20. They were wearing what appeared to be their best clothes. And they had apparently been pulled out of a car prior to being questioned.
What happened to them in the end? No one knows. The Reuters tandem says the rebel interrogators shoved their hostages during a 10-minute grilling session, but did not otherwise harm them. The rebels put the captives in a car bound for another rebel strongpoint, miles away.
“I’m very optimistic they’ve been exonerated,” said Mr. Abbas, the Reuters reporter. “I very much doubt they’ve been killed.”
He explained that he’s heard that the leaders of the rebellion are exercising admirable restraint, and urging their fellow fighters not to leap to any conclusions about captives.
As for Mr. Tomasevic, the photographer, he said he was convinced the youth were not militants. “They had nice shiny shoes, you know?” he said, adding that such footwear suggests struggling migrants eager to make good impressions on their Libyan hosts.

At least 50 African Union (AU) peacekeepers have died in fighting in Somalia in a major offensive against al-Shabab fighters, officials have told news agencies.
The fighting started two weeks ago in the Horn of African nation which has had no central government for two decades and is struggling to rein in the group, the former military wing of the deposed Islamic Court Union.
Two Nairobi-based diplomats, speaking on condition of anonymity, said at least 43 Burundian and 10 Ugandan troops have been killed since February 18, citing information from people involved in the operation.
The AU force, known as AMISOM, has publicly confirmed only a handful of deaths since the fighting broke out.

The Associated Press news agency said on Saturday that the AU appeared to be trying to conceal losses due to political considerations in Burundi, one of two nations providing the bulk of the forces that are fighting alongside Somali troops.

An AU spokesman in neighbouring Kenya's capital, Nairobi, did not answer calls on Friday and Burundi's government spokesman was unavailable for comment.

Military officers in Burundi's capital, Bujumbura, confirmed the death of the 43 Burundi soldiers, adding that 110 others were wounded.
"In reality, 43 soldiers of the Burundi contingent ... have been killed, another four are missing and 110 were wounded during the last joint offensive ... in Mogadishu," a senior officer who declined to be named due to the sensivity of the issue said.
"The majority of these soldiers were killed on the first day of the offensive. They came upon many insurgents at a major target located near the former defence ministry which we conquered."
The officer added: "The troops' morale is good despite these losses which are the worst since we have been deployed in Somalia, because we achieved our goals."
Base captured
Meanwhile, an AU commander said on Saturday that his forces had captured a key position from al-Shabab in the capital Mogadishu.

Major-General Nathan Mugisha said the soldiers had captured the former ministry of defence building in the north of the city, gaining control of a major al-Shabab base.
"By taking these positions we have effectively reduced their freedom of manoeuvre in that sector," Mugisha told a news conference in Nairobi.

"This peace in Mogadishu comes at a price, and this burden has fallen heavily on AMISOM and government forces."

Earlier, al-Shabab fighters were forced to abandon their positions in Belet Hawo, a town which borders Kenya, said Sharif Abdiwahid Sharif Aden, a spokesman for pro-government armed forces.
The latest offensive aims to break al-Shabab's hold on large swathes of the country's south and central regions.

The group - which has instituted a Taliban-style system of rule, with strict edicts enforced by its own courts and public executions - has boxed in the government to just a few city blocks of Mogadishu.
The transitional government has been promising a full-scale war against al-Shabab for years, but co-ordination among its poorly trained, seldom-paid government forces has delayed that push.
A report last month by the think-tank International Crisis Group described the government as being on "life support".

Nella crisi libica c’è un fattore X che potrebbe rivelarsi di estrema importanza nei prossimi giorni. La comunità africana subsahariana che occupa le periferie e i vicoli di Bengasi e Tripoli. I somali, etiopi ed eritrei (ma anche nigeriani e ganesi) che affollano le baracche delle città e che sognano l’Europa (e l’Italia).
Prima della sigla degli accordi tra Tripoli e Roma, dalle coste libiche si partiva in massa per Lampedusa. I trafficanti libici hanno avuto buon gioco fino a quel momento a far “chiudere un occhio” o tutti e due, ai guardiacoste libici per far partire i barconi.
Ora che la crisi libica distoglie le forze di sicurezza (quelle ancora fedeli al regime) dal controllo delle coste, il rischio è che gli smuggler rimettano in moto la macchina del traffico di esseri umani su larga scala.

Sono 8.000 i rifugiati (somali, eritrei, etiopi) registrati dall’Unhcr in Libia. Ma la popolazione subsahariana nel Paese maghrebino è molto molto superiore. Si parla, ma sono stime, di centinaia di migliaia, forse un milione e mezzo. Manovali, spesso irregolari, piccoli commercianti, che potrebbero tentare la via dell’Europa. Che ruolo giocheranno nella rivolta?
E poi ci sono le prigioni di Gandufa, Misratah, affollate di subsahariani entrati in Libia clandestinamente. Ora che il dispositivo di sicurezza si sta sgretolando, che fine faranno? Le porte delle prigioni e dei container nel deserto si apriranno?
Intanto, dopo giorni di rumors pare che “la caccia al nero” sia partita: dato che il Colonnello Gheddafi si è affidato a mercenari ciadiani e sudanesi, in alcuni casi bloccati e linciati dagli insorti, il rischio è la facile e tragica equivalenza: nero=nemico. E allora, per tanti, potrebbe essere “Europa a tutti i costi”.
Partendo dalle spiagge di Bengasi, quali le rotte possibili verso l’Europa? Lampedusa, meta tradizionale, ma anche la Sicilia, località: Punta Braccetto e Marina di Ragusa, e Pozzallo dove già si dirigono in massa gli egiziani (dai 3 ai 4 giorni circa il viaggio). E poi, il Salento e le spiagge di Crotone in Calabria. E infine, la Sardegna, soprattutto il sud dell’isola.

Altra rotta, poi, più a est, verso le sempre poco controllate isole greche. Troppi arcipelaghi, troppe isole e troppo pochi i guardiacoste greci. Creta è l’isola più vicina alla Libia.

South Africa to host the African Diaspora Technical Committee of Experts Meeting scheduled for 21 and 22 February 2011
The Republic of South Africa, in collaboration with the African Union (AU) Commission, will host the African Diaspora Technical Committee of Experts Meeting (TCEM) on 21 and 22 February 2011. The meeting will be convened at the Conference Centre of the OR Tambo Building (Department of International Relations and Cooperation's Head Quarters).
The Republic of South Africa has been seized with the African Diaspora Initiative. One of the highlights to this effect is the success of the African Diaspora conference it jointly organised with the AU in March 2005 in Kingston, Jamaica. This conference brought together Africans on the continent and representatives of the African Diaspora from the Caribbean and was held under the theme "Towards Unity and United Action by Africans and the African Diaspora in the Caribbean for a Better World: The Case of South Africa".
It was therefore on the basis of the success of the Jamaica conference and its continued commitment to the African Diaspora Initiative that the African Union (AU) endorsed South Africa as the host of the 2008 Summit, which was later postponed due to unforeseen circumstances.
The TCEM brings together experts from the continent and its Diaspora and marks the commencement of the implementation of the first key element of the AU/South Africa African Diaspora roadmap. The other two key elements, as presented by South Africa and endorsed by the AU, are the Ministerial meeting planned to take place in September 2011 followed by the Summit in 2012.
In this regard, the main objectives of the TCEM are, among others, to take stock of factors that might have arisen since the postponement of the 2008 Summit; and to review what the Ministerial and the Summit ought to achieve. The focus of the review will be, but not limited to, the Draft Summit Declaration, Minister's Programme of Action and previous outcomes reports. Proposals for bankable projects will be made within the ambit of the previously agreed areas of cooperation namely, political, economic and social areas of cooperation.

From Italy two individuals are taking part in the TCEM:

From the Central and South of Italy some of the African Diaspora nominated Mr. Victor Imeka Okeadu (originally from Nigeria) to attend and the TCEM. Mr Okeadu was the head of the Delegation from Italy for the Paris Regional Consultative Conference in 2007 facilitated by South Africa. Mr. Okeadu is a member of the City Council of Rome. He is one of the special Councilors responsible for City relations with the African community and immigrant affairs in general.

From the Central and North of Italy the Diaspora nominated Dr Kashetu Kyenge (originally from Democratic Republic of Congo) Dr. Kyenge is a medical doctor, based in Modena. She has been involved in the process of the African Diaspora, and has attended previous international meetings. She represented Northern Italy Diaspora at the Regional Consultative Conference in Paris in 2007. She is informed and involved in many of the projects presented by the Diaspora in the North of Italy.

The Embassy has also submitted all written inputs received from different organisations and individuals of the African Diaspora in Italy for consideration by the Meeting.

The Embassy will inform all interested parties on the outcome of the TCEM

La caduta di Ben Ali in Tunisia ha compromesso l’apparato di controllo dei flussi migratori dall’Africa all’Europa con gli effetti immediati per l’Italia di cui tutti sono a conoscenza. L’eventuale fine del regime di Muammar Gheddafi porterebbe a conseguenze ancora più drammatiche nel caso venissero meno gli accordi Italia-Libia in materia di immigrazione stipulati nel 2008 con il ‘Trattato d’amicizia, partenariato e cooperazione’. I dubbi sulla capacità dell’Unione Europea di far fronte alla situazione – per ora il Consiglio europeo non ha nemmeno accolto la richiesta del governo italiano di convocare una riunione urgente per discutere dell’emergenza immigrazione – peggiorano il quadro e questo mentre anche dal resto dell’Africa arrivano segnali preoccupanti di crisi.

A sud del Sahara 800 milioni di persone vivono in condizioni al confronto delle quali abitare in Tunisia o in Libia parrebbe una fortuna. La Libia, con un PIL pro capite di quasi 17.000 dollari, si colloca tra gli stati ad alto sviluppo, 53esima nell’ISU, l’Indice di Sviluppo Umano 2010 dello United Nation Development Program. Per avere un’idea del divario esistente, la Nigeria, ad esempio, occupa il 142° posto nell’ISU, ha un PIL pro capite di soli 2.289 dollari, ma di fatto il 70% dei nigeriani vive con meno di un dollaro al giorno: e non è tra i paesi africani più poveri essendo stata fino al 2009 il primo produttore di petrolio dell’Africa (poi scavalcata dall’Angola) con 752 milioni di barili annui contro i 603 della Libia.

Difatti anche molte capitali dell’Africa sub-sahariana nei giorni scorsi sono state teatro di manifestazioni di protesta per l’aumento dei prezzi dei generi di prima necessità. In Senegal la periferia della capitale Dakar è stata posta sotto assedio per giorni, a partire dall’inizio di febbraio, da quotidiane manifestazioni di protesta: oltre che per il costo della vita, a cui il governo ha inteso rimediare introducendo un sistema di controllo statale sui prezzi, le proteste riguardavano le continue interruzioni nell’erogazione della corrente elettrica. In Ghana a esasperare la popolazione scesa in piazza ad Accra è stato l’aumento del 30% del carburante deciso dal governo, per di più a poche settimane dall’inaugurazione della piattaforma off-shore con cui inizia l’estrazione del petrolio nel paese. Nell’arcipelago delle Mauritius l’insostenibile costo dei generi alimentari ha suscitato violente proteste a fine gennaio. Pochi giorni prima, in Tanzania, due morti, decine di feriti e numerosi arresti è stato il bilancio delle proteste di massa organizzate ad Arusha dove la collera popolare è stata scatenata non solo dalle difficili condizioni di vita, ma anche dai vistosi brogli che, secondo l’opposizione, hanno caratterizzato le recenti elezioni amministrative.

Proprio l’andamento dei molti appuntamenti elettorali già conclusi e imminenti costituisce un ulteriore motivo di preoccupazione e di delusione per chi avesse sperato che il voto potesse premiare leader africani più responsabili e competenti.

Il 23 gennaio, ad esempio, la Repubblica Centrafricana è andata alle urne per eleggere il capo di stato e il parlamento. Nonostante le liste elettorali scorrette, i seggi spostati o soppressi, i verbali scomparsi, le schede rubate, il voto mancato nelle regioni controllate dall’opposizione armata e altri problemi la Commissione elettorale si è detta soddisfatta delle operazioni di voto e il 7 febbraio, quando ancora restava da esaminare il 27% delle schede, ha annunciato la vittoria di Francois Bozizé, presidente in carica dal 2003 grazie a un colpo di stato. Al parlamento, tra i vincitori, figurano: la moglie del presidente, due suoi figli, uno dei quali è già ministro della Difesa, e un suo nipote, già ministro delle miniere.

Con un colpo di stato, fallito, a fine gennaio l’opposizione, in Gabon, ha tentato di invalidare l’esito delle presidenziali che nel 2009 hanno legalizzato, tra vane proteste di brogli e irregolarità, la presa del potere di Ali Bongo che, come il collega Faure Gnassingbe in Togo, ha ereditato la carica presidenziale alla morte al padre. Il Benin doveva andare alle urne il 27 febbraio, ma il voto è stato rimandato al 6 marzo per problemi organizzativi: il registro dei votanti non è pronto e dagli accertamenti compiuti risulta che la lista provvisoria degli aventi diritto al voto esclude migliaia di cittadini proprio nei distretti notoriamente favorevoli all’opposizione.

Il 18 febbraio è toccato all’Uganda andare alle urne. Il presidente in carica Yoweri Museveni si candida per la quarta volta, la sua vittoria e quella del suo partito alle legislative sono date per scontate. È una situazione emblematica dell’assetto politico del continente. Il mondo aveva guardato con fiducia a Museveni quando, nel 1986, aveva messo fine al terribile periodo della storia ugandese segnato dalle deliranti dittature di Amin Dada, Milton Obote e Tito Okello. Ancora nel 1997, in un dossier, la Banca Mondiale annunciava l’avvento di un “rinascimento africano” portando Museveni e due altri “giovani leoni” a esempio di una nuova generazione di leader, avanguardia di una sicura svolta in senso democratico, in grado di coinvolgere tutto il continente, e protagonisti di performance economiche tali da eclissare quelle delle “tigri asiatiche”.

Poi Museveni si è inventato il “no party system”, sostenendo che il paese non era ancora maturo per la democrazia, e, nel 2006, ha ammesso il multipartitismo, ma in cambio ha fatto eliminare dalla costituzione l’articolo che limitava a due i mandati presidenziali per persona.

Gli altri due “leoni” su cui la Banca Mondiale scommetteva nel 1997 sono Melles Zenawi e Isayas Afeworki. Zenawi è primo ministro dell’Etiopia dal 1991, anno in cui con un colpo di stato ha messo fine alla dittatura di Haile Mariam Menghistu. Ammesso il multipartitismo nel 2000, l’opposizione ha ottenuto ottimi risultati alle legislative e amministrative del 2005. Zenawi ha replicato con l’arresto di centinaia di candidati dell’opposizione eletti, incluso il sindaco della capitale, e con la repressione delle proteste sedate con decine di vittime e migliaia di arresti. Il terzo “leone” era il leader del movimento secessionista eritreo, Isayas Afeworki, presidente dell’Eritrea dal 1993, anno dell’indipendenza dall’Etiopia. Da allora il paese non è mai andato al voto e quello di Afeworki è ritenuto uno dei peggiori regimi del pianeta.

(TMNews) - Dopo Lisbona, la mostra fotografica 'Africa: See you, See me' arriva in Italia, iniziando il suo tour da Firenze, presso la fsmgallery (Via San Zanobi, 19r), il prossimo 17 febbraio. Sono 36 gli autori, provenienti da 14 paesi, scelti da Awam Amkpa e Madala Hilaire, i curatori della mostra, per illustrare le influenze della fotografia africana post-coloniale sul linguaggio visivo nella rappresentazione dell'Africa e della sua diaspora. "'Africa: See You, See Me' racconta la storia della fotografia africana e la sua influenza sull'immaginario non africano dell'Africa, nonché la diaspora africana in tutte le sue diversità - afferma Awam Amkpa, citata in un comunicato - insieme, le fotografie sono testi di soggettività africane, archivi di storia e di società in via di sviluppo e metodi per comprendere come le immagini contribuiscono all'emancipazione". La mostra è organizzata in tre parti: la prima presenta ritratti in studio di africani che cercano di inserirsi nel paesaggio urbano nel quale sono immigrati; la seconda mostra i primi ritratti etnografici che suggerivano un'immagine dell'Africa come luogo selvaggio popolato dai primitivi dell'Europa; la sezione finale presenta fotografie contemporanee dell'Africa e del popolo africano fatte da fotografi non africani. Prodotta dal Dipartimento di Studi Africani della New York University la mostra è stata realizzata con la collaborazione di New York University La Pietra Policy Dialogues e Fondazione Studio Marangoni. Rimarrà aperta fino al 22 aprile (a ingresso libero), dal lunedì al sabato dalle 15 alle 19 o su appuntamento.

Il presidente di Ari Onlus Eastwood Edo Ihaza era stato rinviato a giudizio nel giugno dello scorso anno, dopo 4 anni dall’inizio delle indagini condotte dalla PM Lucia De Santis basandosi solo sulle dichiarazioni del sig. Buzoli e dell' ex-coordinatore provinciale di Cittadinanzattiva Rieti Abbas Dehghan.
A Eastwood, sulla base di quanto dichiarato dal sig. Buzoli, si contestava di essersi rivolto allo stesso Buzoli con l’espressione “che caz... stai a fare qui, fai il giro ed entra dall’altra entrata principale di via Terenzio Varrone” e “vaff......., vai a fare il giro” e di avergli dato una spinta per farlo uscire. Lunedi 7 febbraio 2011 il Giudice di pace ha assolto Eastwood Edo Ihaza.

The resolutions and recommendations resulted from the historical conference of African migrants (English & French Translations)

In the period from 15 to 17 January 2011 and in the city of Tripoli-Libya, the historical conference of African migrants in Europe was held with the participation of organizations, associations, African leaderships, professors, researchers in Europe and from African migrants in Diaspora in the North and South America, the Caribbean, Australia, New Zealand, Asia and figures from the African continent.

The attendees examined the working papers and studies submitted to the Conference that dealt with the various themes of the conference, after a deep discussion and a serious dialogue the attendees adopted the following resolutions and recommendations:

First: the axis of rights and duties…

Attendees discussed the rights of migrants and their duties and approved the following: -

1 – To confirm the right of migrants in the equality of rights, duties, services and their right to live in dignity and the elimination of all forms of discrimination based on origin, color or religion.

2 – To call the migrants to integrate into all the political, social and cultural activities in order to prove and confirm their rights and to maximize their effectiveness in the community of migration.

3 - To invite the migrants to respect the laws of the countries in which they live and defend their rights through legal recognized channels and to work through the public media and civil society institutions to explain what they suffer from injustice of what they are exposed to from persecution.

4 - To raise the awareness of migrants about their obligations towards their countries of origin in order to defend their cause and help them to emerge from backwardness to progress.

5 – To call the migrants to organize themselves in institutions and civil societies to preserve the cultural heritage of Africa and to fight against all what harm the continent and its people.

Second: the axis of development in the face of migration.

Participants decided after discussing this axis and reviewing the causes and risks of migration, its implications and what was held about it from meetings at all levels the following: -

1 - The security solutions alone are not sufficient to reduce the migration, we must find practical and substantive solutions contributes in addressing the causes of migration and begins by a comprehensive development to the migrants exporter countries and the allocation of a budget not less than 5 billion by funding from the European Union and the United States of America under the new partnership between the African and European Unions, to create a new sites of work in Africa.

2 – To work to compel the Western countries to apologize and pay reparations for the slavery, colonialism and the depletion of Africa’s fortunes estimated about (777) trillion dollars, following the example of the historical precedent between Libya and Italy and propagate this to take advantage of.

Third: the construction of the African Union.
The attendees reviewed the march of the African Union since the declaration of its founding on 09.09.1999 in Sirte-Libya and came to the following: -

1 - The need to accelerate the building of the AU institutions, especially the federal government and decided to mandate of the Union and the Forum of Arab and African NGOs to formulate a message to be sent to the next summit in Addis Ababa on that meaning.

2 – To work to raise the awareness among all classes of people on the importance of the Declaration of the United States of Africa as a base to ensure Africa's renaissance and to impose its respect.

Forth: Experiences of African migration.

Participants reviewed the experiences of African migration in the different continents of the world and came to the following: -

1 - To integrate these experiences and use them for the advancement of the African human and the preservation of his heritage, particularly the experience of black Americans in the United States of America.

2 – To work for the voice of African migrants to be heard in the African summits as the African migrants are the sixth region in Africa in addition the other five regions, so that they have the right to talk and address the leaders and invite the President of the African Union Commission to nominate its representatives in the Conference Committee.

In this context, the attendees applaud the presence of the kings of Africa as a part of the social fabric of the continent; also appreciate the participation of Mr. Jean Ping President of the African Union Commission at the opening session of the Conference.

3 – The participants decided that the Western electoral model does not fit the literal reproduction in Africa, the continent has a cultural hereditary and the conference calls the expertise to contribute in the search for a model suitable for application in a continent contributed effectively and efficiently in the human civilization.

Fifth: The new alternative human .

The presentations listened with a great interest to an in-depth presentation of the new alternative human for the prevailing political systems represented in the Green Book the directory of the Third Universal Theory, the attendees see that what was presented requires deep study by the Congress and believe that what was available to them from time in this conference was enough for they to percept its importance, but it is not enough to deepen the knowledge of all its aspects, they also call for the continuation of the dialogue on it.

Sixth: the insulting racial discrimination against religions.

Participants discussed this theme and listened to valuable participations and concluded the following: -

1 - Attendees confirm the need for mutual respect for the religions and their symbols and the freedom to practice religious rites, in the manner in which they believe.

2 - Attendees see the insulting racial discrimination against religions may be due to ignorance or may be due to the recruitment of religions in politics and both require appropriate treatment.

3 - Attendees confirm on the risk of the transmission of the insulting racial discrimination against religions from the individual and private frame to the level of institutions and States, the attendees condemn the legislation of insulting the religions by conducting referendums and laws to continue this insulting and legislate it contrary to all constitutional and international principles and conventions, they call Switzerland and the countries that has pursued its way to abolish the legislation that prohibits the construction of minarets and allow the expulsion of citizens from foreign origin if they committed criminal offenses which consolidates the racial discrimination and prescribed inequality among citizens.

Attendees see that the approach of insulting the religions would give rise to reactions and serious repercussions on the continent level and in the entire world and threatens the social entities with division, fragmentation and fission.

Attendees also condemn the political exploitation of religion to justify interference in the internal affairs of African countries.

Seventh: the establishment of the International Union for African migrants.

1 - Participants discussed and endorsed the establishment of the International Union for African migrants to be the shelter of the African migrants and frame their work in all over the world and be based in the city of Tripoli in Libya and may establish branches in all over the world as needed.

The participants have been honored to meet with the Leader of the Great Revolution and listen to his instructions, as stated in his speech and to be guided with it in their plans and programs for the future.

In conclusion the participants thanked the Leader of the Revolution, the King of Kings of Africa for sponsoring this historical conference and the hospitality the Libyan people and the Great Jamahiriya to the participants.

They also decided to extend gratitude and appreciation for the General Forum of Arab and African civil society organizations and all its bodies for the efforts they’ve done for the success of the Conference and to its International Preparatory Committee.

Les Décisions et Les recommandations de la Conférence Historique Des Migrants Africains

Dans la période du 15 au 17 janvier 2011 à la ville de Tripoli en Libye, s'est tenue la conférence historique des migrants africains en Europe avec la participation des organisations et des associations et des dirigeants africains, et des professeurs et des chercheurs en Europe et des immigrants africains de la diaspora dans les Amériques, les Caraïbes, l'Australie, la Nouvelle-Zélande, en Asie et des personnes du le continent africain.

Les présents ont examiné les documents du travail actuel et les études présentés à la Conférence qui traite de divers thèmes de la conférence, et après une discussion sérieuse et approfondie et un dialogue sérieux les présents ont adopté les recommandations suivantes:

Premièrement: Thème des droits et des devoirs.

Les participants ont discuté les droits des migrants et de leurs devoirs et ont approuvé comme suit: -

1. Confirmer le droit des migrants à l'égalité des droits et des devoirs et des services et leur droit à vivre dans la dignité et l'élimination de toutes les formes de discrimination fondée sur l'origine ou la couleur ou la religion.

2. Appeler les immigrants à s'intégrer dans les activités politiques, sociaux et culturels afin de prouver leurs droits et de confirmer et de maximiser leurs efficacités dans la collectivité de la migration.

3. Inviter les immigrants à respecter les lois du pays dans lequel ils vivent et de défendre leurs droits par les voies légales reconnues, et travailler avec les médias de masse et des institutions de la société civile pour expliquer ce qui a été subi d'injustice et son exposition à la persécution

4. travailler à sensibiliser les migrants de leurs obligations envers de leur pays d'origine afin de défendre leur cause et de les aider à sortir de l'arriération et de progresser.

5. Appeler les migrants à s'organiser dans les institutions et les sociétés civiles de préserver le patrimoine culturel de l'Afrique et la lutte contre tous les dommages sur le continent et ses habitants.

Deuxièmement: le thème de développement dans face à la migration.

Les participants estiment, après la discussion de ce thème et après avoir examiné les causes et les risques de la migration et ses implications, et les réunions tenues autour sur tous les niveaux comme suit: -

1. Les solutions de sécurité ne sont pas suffisantes pour réduire la migration, nous devons trouver des solutions pratiques et objectives qui contribuent à examiner les causes de la migration commençant par le développement complète du pays source des migrants et la répartition d’un budget d'au moins 5 milliards de financement de l'Union européenne et les États-Unis d'Amérique dans le cadre du nouveau partenariat entre le gouvernement fédéral africain et européennes, pour créer un nouveau citoyen en Afrique.

2. Travailler pour obliger les pays occidentaux de s'excuser et de payer des réparations pour l'esclavage et le colonialisme et l'appauvrissement de l'Afrique, estimé à (777) milliards de dollars, suivant l'exemple historique entre la Libye et l'Italie, et une circulaire de profiter d'eux.

Troisièmement : Construction de l'Union africaine.

Les participants ont exposé le parcours de l'Union africaine depuis la Déclaration de sa fondation le 09/09/1999 à Syrte en Libye et ont déclaré ce qui suit: -

1. La nécessité d'accélérer la construction des institutions de l'Union, en particulier le gouvernement fédéral et les participants ont décidé de désigner la Fédération et le Forum des ONG arabo africaines de formuler un message adressé au sommet d'Addis-Abeba prochain à cet effet.

2. Travailler pour sensibiliser toutes les catégories populaires de l'importance de la Déclaration des États-Unis d'Afrique comme base pour veiller à la renaissance de l'Afrique et pour imposer son respect.

Quatrièmement: Les expériences de la migration africaine.

Les participants ont examiné les expériences de la migration africaine dans les différents continents du monde et sont arrivés aux suivants: -

1. Intégrer ces expériences et de les utiliser pour la promotion de l'homme et la préservation du patrimoine africain, en particulier l'expérience des Noirs américains aux États-Unis d'Amérique.

Travailler pour faire entendre la voix des migrants africains dans les sommets africains puisque les migrants africains sont la sixième région en Afrique, en plus des cinq autres régions d'Afrique, afin qu'ils aient le droit de parler et de s'adresse aux dirigeants, et d'inviter le Président de la Commission de l'Union africaine à désigner ses représentants dans la Commission de la Conférence.

Dans ce contexte, le public applaudit la présence des rois de l'Afrique comme faisant partie du tissu social du continent, appréciant également la participation de M. Jean Ping, président de la Commission de l'Union africaine à la séance d'ouverture de la Conférence.

2. Les participants estiment que le modèle électoral de l'Ouest ne correspond pas à la reproduction littérale en Afrique, le continent a ses héréditaires culturelles, et la conférence appelle les expertises migrantes à contribuer à la recherche d'un modèle approprié pour une application dans le continent et contribuer efficacement à la civilisation humaine.

Cinquièmement: La nouvelle alternative humanitaire.

Les présents ont entendu avec beaucoup d'intérêt à l’exposé approfondi de la nouvelle alternative humaines du système politiques prévaut représentants dans le Livre vert la Troisième Théorie universelle, et l'avis de ceux qui étaient présents que ce point de vue nécessite une étude et un enrichissement approfondi par le Congrès, et voient que ce qui a été mis à leur disposition de temps à cette conférence et qui a été suffisant pour la perception de son importance, mais il ne suffit pas d'approfondir la connaissance dans tous ses aspects, et ont appelé à la poursuite du dialogue dans ce sujet.

Sixièmement: insultant de la discrimination raciale à l'encontre les religions.

Les participants ont discuté ce thème et ont écouté des participations importantes et ont conclu comme suit: -

1. Les participants confirment la nécessité d'un respect mutuel des religions et leurs symboles, et la liberté de pratiquer les rites religieux suivant la manière à laquelle il croit.

2. le public constate que l’insulte raciale des religions peut être due à l'ignorance ou peut-être dû au recrutement des religions politiques et les deux nécessitent un traitement approprié.

3. Les participants confirment sur le risque de transmission des insultants raciales envers les religions du cadre individuel et privé au niveau des institutions et des États, et condamne la législation de l’insultant pour les religions de procéder à des référendums et des lois établies de cette insulte et légiférer à l'encontre de tous les principes et les conventions de la Constitution international, et appellent la Suisse et les pays qui ont poursuivi l'exemple d’abolir la législation qui interdit la construction de minarets et de permettre l'expulsion d'origine étrangère naturalisés s'ils commettent des infractions pénales, ce qui établit la discrimination raciale et d'inégalité entre les citoyens prescrits.

Les participants voient aussi que l'insulte des religions donnerait lieu à des réactions et des répercussions graves sur le continent, et dans le monde et menace les entités sociales de la ligne de division et de fragmentation et de fission.

Les participants condamnent également l'exploitation politique de la religion pour justifier l'ingérence dans les affaires intérieures des pays africains.

Septièmement: la création de la Confédération mondiale des migrants africains

1. Les participants ont discuté et approuvé la création de la Confédération mondiale des migrants africains pour couvrir les migrants africains et être le cadre de leur travail dans le monde entier et sera basé à la ville de Tripoli en Libye et peut établir des succursales dans le monde entier si nécessaire.

Les participants ont eu l'honneur de rencontrer le commandant de la Grande Révolution et d'écouter ses instructions, vu que ce qui est indiqué dans son discours est un programme d'action dans leurs plans et dans leurs programmes prochaines.

En conclusion les participants ont remercié le chef de la Révolution le Roi des Rois d'Afrique, pour son égide de cette conférence historique, et l’accueillant du peuple libyen et la Grande Jamahiriya aux participants.

Ils ont également décidé d'étendre la reconnaissance et l'appréciation au Forum générale du Forum des organisations de la société civile arabe et tous les organismes africaines pour les efforts et le succès de la Conférence et au Comité préparatoire internationale.

IMMIGRATION: HISTORIC MEETING IN TRIPOLI ON AFRICA MIGRANTS

(ANSAmed) - TRIPOLI, JANUARY 14 - A large group of parliamentarians, intellectuals, university professors, doctors, organisation figures and representatives of a number of professional sectors, all of African origin, are travelling from all around Europe to Tripoli for a conference beginning tomorrow. The roughly 400 representatives of what has been called "the African diaspora" will be received by Colonel Muammar Gaddafi until January 17, as part of the first ever "historic conference on African migrants", to discuss ways of improving the living conditions of Africans living in Europe.

Tomorrow's conference will also be attended by a number of African immigrants residing in Italy, consisting of thirty people from sector organisations originating from Cameroon, Nigeria, Morocco, Egypt, Ghana, Benin, Senegal, Somalia and Eritrea. The guest of honour, the Italian Democratic Party deputy of Congolese origin, Jean-Leonard Touadi, is expected to arrive in Tripoli this evening. Touadi is scheduled to meet institutional figures from the Libyan Parliament, as well as a number of local officials, for "discussions on immigration and on dialogue between Libya and European countries, with particular attention to the issue of cooperation between Europe and African countries", organisers say.

The conference's packed schedule is aimed at setting up a legal organisation, the International Union of African Migrants, which will "systematically" monitor the situations of immigrants, with particular focus on the condition of women and emigrated children.

One session will be dedicated to "rights and duties of the African immigrant", while another will target "alternatives to illegal immigration".

As part of the conference, a meeting is scheduled at the Islam Call Society on "racism and religions", which is to be attended by Egyptian Coptic authorities. The main aim of the meeting, explains Alfa-Niaky Barry, chair of the International Forum for friends of the Europe-Africa partnership, is to "unite compatriots from the African diaspora around a table, and attempt to talk with a single voice about needs, rights, wellbeing and prosperity". Il festival costuisce un'importante occasione per celebrare, con riti tradizionali e manifestazioni artistiche, il rimpatrio di membri della comunita' nazionale emigrati all'estero, soprattutto in Europa e nelle Americhe. Da non sottovalutare l'aspetto piu' propriamente 'turistico' del festival, dato che si svolge nel periodo di massimo afflusso di visitatori internazionali in questo Paese dell'Africa occidentale. Lo sguardo di Combonifem sull'attualità dell'Italia e del mondo

Women Generations Continuano gli incontri fuori dalle sale tra Generations e gli spettatori del Festival di Cinema Africano di Verona. Martedì pomeriggio, il ciclo di tavole rotonde dedicato all’approfondimento dà voce all’Africa femminile e al “ruolo della donna durante e dopo il cinquantenario dell’indipendenza africana”.

15.11.2010: Il secondo dei tre appuntamenti in programma in quest’edizione del 2010 porta il titolo di Women Generations: tavola rotonda sul ruolo della donna durante e dopo il cinquantenario dell’indipendenza africana. A condurre la serata (che si terrà martedì, alle 17.30, nella sala Fondazione Cariverona ex-chiesa S. Bridget Yorgure lavora come assistente sociale al Comune di Rovigo, è originaria della Nigeria. Bridget è portavoce in Italia del Movimento per la sopravvivenza del popolo Ogoni (Mosop) del Delta del Niger ed è coordinatrice della Diaspora africana per la Provincia di Rovigo. Il tema del suo intervento sarà: Impatto sulle donne dello sfruttamento delle materie prime nei Paesi africani: quali prospettive di sopravvivenza? In particolare farà riferimento a Nigeria e Repubblica democratica del Congo.

Haram Sibide, economista, originaria del Mali, lavora come consulente per la cooperazione decentrata ed è rappresentante del Forum Africa Siena. Haram si soffermerà sul tema: Donne africane, quale dialogo costruttivo con la cooperazione internazionale?

Jimmy Mubenga: MPs call for inquiry

MPs have called for an inquiry into the death of an Angolan deportee who died while being restrained by security guards on an outbound flight from Heathrow.

Last week, an eyewitness told the Guardian newspaper that Jimmy Mubenga called out to fellow passengers for help before he died.

Mr Mubenga was being escorted out of Britain on a commercial British Airways flight to Angola by guards working for G4S – a private security firm, currently contracted by the Home Office to handle deportees.

Police and paramedics were called when Mr Mubenga lost consciousness, and the aircraft, which had been due to take off, returned to the terminal.

A US citizen - the third witness to come forward within 24 hours of the incident, last Tuesday night - was a passenger on the same flight. He said: “The last thing we heard the man say was he couldn't breathe.”
So far, four passengers have come forward to say that during the flight, they saw the 46-year-old father of five being heavily restrained under the seats by security officers.

Scotland Yard have taken over the investigation into Mr Mubenga's death. A Metropolitan Police spokesman said: "Officers from the homicide and serious crime command are investigating the death."

During a Home Affairs select committee, Liberal Democrat MP Julian Huppert called for a 'wide ranging and independent inquiry' into the country's deportation system.

Labour Chair Keith Vaz said: "The use of excessive force in deportations is dangerous and unacceptable. If, as eyewitness reports suggest, Mr Mubenga was complaining of breathing difficulties, questions must be asked as to why help was not called for sooner.
"I will be writing to both the home secretary and G4S on this matter whilst awaiting the outcome of police investigations. When removing people from the UK, human rights must be fully respected at all times." Concluded Mr Vaz.
Mr Mubenga's death echoes that of Jamaican immigrant Joy Gardner, who died in 1993 when police and immigration officers attempted to arrest and deport her, following the expiration of her six-month visa.

Thirteen feet of tape was wrapped around Ms Gardner's head and a body belt was used as a restraint. Ms Gardner fell in to a coma and was pronounced dead in hospital.

Three police officers were tried and cleared of causing her death.

The Institute of Race Relations' report into the lives of asylum seekers says that racist asylum and immigration policies in the UK have led to the deaths of 77 asylum seekers and migrants over the past four years, including that of Mr Mubenga.

Driven to Desperate Measures found that seven are said to have died in prison custody; more than a third of the deaths are people suspected or known to have taken their own lives after their asylum claims had been turned down; seven are said to have died after being denied health care for "preventable medical problems" and 15 are said to have died during desperate and "highly risky" attempts to enter the country.

"Non respiro, non respiro", ma le guardie private non gli credono. Jimmy Mubenga, 58 anni, è morto ammanettato al sedile dell'aeroplano che lo stava riportato in Angola.

Immigrato irregolare, l'uomo era scortato da tre guardie private. "Due erano sedute ai lati, mentre una terza aveva il posto davanti al suo", racconta Kevin Wallis, ingegnere che si trovava seduto vicino a Mubenga. "Continuava a dire che non riusciva a respirare, ma le guardie, dopo le mie proteste, mi hanno detto che sarebbe stato bene una volta in volo".
Invece l'aereo della British Airways, in partenza da Heathrow martedì sera, non è mai decollato. Mubenga è stato trasportato in ambulanza verso l'ospedale, ma i medici non hanno potuto fare altro che constatarne la morte. Ora la polizia ha aperto un'indagine per capire cosa sia andato storto e se le guardie abbiano avuto un ruolo nella morte. "Lo tenevano giù con forza, troppa forza, anche se lui si lamentava", denuncia Wallis. Nel 2006 Mubenga era stato condannato a due anni di reclusione per lesioni personali dopo una rissa in un nightclub.

Mwana Africa: figli dell’Africa in Ki Swahili (una lingua parlata in tutta l’Africa orientale, nata all’epoca della tratta degli schiavi dalla mescolanza fra l’arabo e le lingue locali). È questo il nome di una nuova associazione che si presenterà alla cittadinanza il prossimo sabato 25 settembre presso il Teatro dell’Affratellamento in via Gian Paolo Orsini 73 a Firenze, con una serie di interventi che culmineranno in un pranzo a base di pietanze africane.

«Siamo circa un’ottantina di persone, in prevalenza immigrati, anche se non tutti africani, e ci sono anche una decina di italiani». Così ci spiega Kassambwe-Kassamba, il presidente di Mwana Africa. «Ci sono molti progetti che intendiamo portare avanti. Alcuni già in piedi, come la Rete Panafricana del Contenzioso, un insieme di avvocati italiani e giuristi africani che hanno studiato in Europa, e che svolgono un lavoro di consulenza e supporto, per esempio nei confronti degli immigrati che sono in carcere o che hanno un procedimento in corso».

Mwana Africa si rivolge principalmente alle persone non abbienti di qualsiasi nazionalità, occupandosi di questioni relative ai bambini non accompagnati, alle donne lavoratrici, alle famiglie monogamiche, fornendo assistenza agli immigrati nel corso degli iter burocratici relativi alle varie pratiche e nei rapporti con le istituzioni. Da quasi un anno “i figli dell’Africa” si ritrovano ogni seconda domenica del mese, di solito presso l’Osteria del Leone a Sant’Ilario (Lastra a Signa) per discutere e confrontarsi, cercando di svolgere una funzione di coordinamento con le altre associazioni e di cerniera fra queste, i singoli cittadini e le istituzioni.

Per ora Mwana Africa non ha fonti di finanziamento, se non «le cene africane che ogni tanto organizziamo al Circolo di Sant’Ilario – continua Kassambwe. Lo scopo della giornata di sabato è anche quello di trovarne alcuni, e comunque di allargare la nostra rete. Ci piacerebbe che altri tecnici aderissero, per portare avanti questo lavoro di consulenza anche in altri campi: medici, architetti, costruttori, artisti. Noi ci consideriamo anche una sorta di ‘scuola’ di educazione alla responsabilità e al senso delle istituzioni: per questo lo scambio con questi specialisti sarebbe un’importante ricchezza da condividere fra i nostri soci. Faccio un esempio banale: se un africano volesse circoncidere il figlio, potremmo promuovere un dibattito in cui la questione viene affrontata dal punto di vista legale, con un avvocato che spiega cosa dice la legge a questo proposito, dal punto di vista medico, affrontando le questioni igienico-sanitarie, e così via. La nostra aspirazione è quella di ‘esportare’ i risultati che questa rete produrrà (le competenze, la conoscenza, la cultura) anche fuori dall’Italia, nei paesi di provenienza degli immigrati, perché è chiaro che se le persone stessero bene a casa propria non la lascerebbero, e verrebbero in Italia solo come i nostri ‘cugini americani’, per ammirare le opere di Michelangelo. Ma per arrivare a questo è necessario partire dal nostro territorio e dalle sue risorse».

La giornata di sabato 25

Si inizia alle 9.00 con l’intervento dello stesso Kassambwe-Kassamba, che presenterà l’associazione.

All’intervento di Kassambwe seguirà quello dell’assessore regionale al Welfare e alle politiche per la casa Salvatore Allocca che parlerà di “Integrazione partecipe e tutela dei cittadini stranieri”.

L’avvocato Giovanni Flora, presidente della Camera Penale, si occuperà invece di “difesa dell’immigrato e difficoltà nel corso del processo.”.

Il punto di vista degli immigrati sull’integrazione sarà affidato a Olumba Napoleon, portavoce della comunità nigeriana di Siena.

Di “Sicurezza e legalità” parlerà la Dottoressa Daniela Lucchi, dirigente della prefettura per l’Area IV – Diritti Civili, Cittadinanza, Condizione Giuridica dello Straniero, Immigrazione e Diritto d’Asilo -, mentre Andrea Amaro, della CGIE (Consiglio Generale degli Italiani all’Estero) affronterà il tema: “Immigrati nella società post industriale: una risorsa o un problema?”).

Al pranzo finale si potranno gustare prelibatezze della Costa D’Avorio, del Congo, del Senegal e del Maghreb.

DOMANI FRATTINI A TRIPOLI PER RIUNIONE '5+5' - Il ministro degli Esteri italiano, Franco Frattini, si rechera' domani pomeriggio a Tripoli, per prendere parte a una riunione informale del Dialogo 5+5. Lo rende noto la Farnesina. Il foro ''5+5'', che riunisce i Paesi del Mediterraneo Occidentale - per la sponda Nord Francia, Italia, Malta, Portogallo e Spagna; per la sponda Sud, Algeria, Libia, Marocco, Mauritania e Tunisia - costituisce, rileva la Farnesina, un'importante dimensione della cooperazione euro-mediterranea ed un'utile sede per la discussione delle principali tematiche d'area. Il quotidiano dei vescovi, Avvenire, in un editoriale firmato dal direttore Marco Tarquinio tira le somme della visita del leader libico a Roma, tra affari e provocazioni.
''Incontrarsi serve comunque e sempre'', premette Tarquinio lodando la ''nuova stagione'' e la ''riconciliazione'' tra Roma e Tripoli. Pero' - sottolinea il giornale della Cei - non si possono sottacere ''aspetti sostanziali e circostanze volutamente folkloristiche'' della visita cosi' come ''momenti incresciosi e urtanti'' quali l'incontro per ''una sessione di propaganda islamica (a sfondo addirittura europeo) tra il leader libico e hostess appositamente reclutate''.

5 MILIARDI ALL'ANNO DALL'UE CONTRO I CLANDESTINI - Il presidente del Consiglio Silvio Berlusconi esalta l'amicizia tra Italia e Libia durante la cerimonia per il secondo anniversario del Trattato di Bengasi e afferma che ''tutti dovrebbero rallegrarsene'' e chi critica ''e' prigioniero di schemi superati''.

Gheddafi: ''Saluto il grande coraggio del mio grande amico''. La giornata di ieri, segnata dalla richiesta di 5 miliardi all'anno per fermare l'immigrazione clandestina in Europa e da nuove polemiche sulla visita del leader libico, si e' conclusa con una cena di gala.

Gheddafi ha lasciato la tavola verso le due, mentre il premier italiano e' rimasto a festeggiare l'evento con gli 800 invitati e diversi ministri. Sulla Padania titolo a tutta pagina: ''L'Europa sia cristiana''.

TERZO SHOW, SOLDI CONTRO CLANDESTINI O UE NERA

- Terzo show in due giorni del leader libico Muhammar Gheddafi che si spinge fino a chiedere 5 miliardi di euro all'Unione europea per contrastare una ''pericolosa'' immigrazione che puo' far diventare ''nera'' l'Europa. E' stato un intervento fiume di oltre quaranta minuti quello del colonnello, tutto incentrato sulla pagina del colonialismo e su inquietanti scenari disegnati dall'avanzata dell'immigrazione africana. Un lunghissimo discorso pronunciato di fronte al premier e a una folta delegazione del governo presso la caserma 'Salvo D'Acquisto', teatro delle celebrazioni per il secondo anniversario del Trattato di Amicizia italo-libico. Non appena presa la parola, Gheddafi ha subito fatto presente ''i drammi e le sofferenze'' subite dal popolo libico a causa dell'invasione italiana, drammi rtuttora presenti tra la popolazione del Paese. Anche Berlusconi, ha raccontato il Colonnello, si e' oggi commosso ''al punto di piangere'' alla visione delle fotografie ''ufficiali'' esposte nella mostra inaugurata oggi pomeriggio dai due leader e che documentano la dolorosa pagina del colonialismo italiano. Era un'altra Italia, ha aggiunto Gheddafi. Oggi c'e' il Trattato di amicizia e nuove sfide da affrontare insieme, prima fra tutte, quella della ''pericolosa'' immigrazione africana che spetta alla Libia, ''ponte'' privilegiato tra l'Africa e l'Europa, contrastare con l'aiuto economico dell'Unione europea. Cinque miliardi di euro e' la cifra richiesta da Gheddafi per impedire che ''l'Europa - cosi' ha prospettato il colonnello - un domani potrebbe non essere piu' europea e diventare addirittura nera perche' - ha spiegato - in milioni vogliono venire in Europa''. ''Attualmente - ha affermato dipingendo uno scenario fosco - subiamo una immigrazione dall'Africa verso l'Europa ma in questo momento si tratta di una cosa molto pericolosa: non sappiamo che cosa succedera', quale sara' la reazione degli europei bianchi e cristiani di fronte a questo movimento di africani affamati e non istruiti''. ''Non sappiamo - ha insistito Gheddafi - se l'Europa restera' un continente avanzato e coeso o se si distruggera' come avvenne con le invasioni barbariche''. ''Dobbiamo immaginare che questo possa succedere - ha sottolineato a sostegno del proposta da lui stesso avanzata - e prima che succeda dobbiamo lavorare insieme, fermare l'immigrazione sulle frontiere libiche''. ''L'Europa - ha scandito - ci deve ascoltare'' mentre tocca all'Italia sostenere in sede europea la richiesta di Gheddafi di fare della Libia l'avamposto chiave nel contrasto all'immigrazione clandestina. Berlusconi da parte sua ha ricordato come con la stipulazione del Trattato di amicizia fra i due Paesi si sia ''voltato pagina'' e chiuso per sempre la pagina nera del colonialismo. Gheddafi lo ha piu' volte lodato menzionando il ''grande coraggio'' del presidente del Consiglio per le scuse presentate dal premier per il passato coloniale italiano in Libia, ''un errore - ha sottolineato il Colonnello - commesso dall'Italia fascista, non dall'Italia''. Da qui anche la richiesta avanzata alla comunita' internazionale affinche' sia l'Italia ad avere un seggio al consiglio permanente di sicurezza dell'Onu. Un ''diritto'' dell'Italia, secondo Gheddafi, che ha avuto, al contrario della Germania, la forza e il coraggio di liberarsi da sola del fascismo ''impiccando Mussolini per le strade''. Nell'Italia di oggi poi, il leader libico, ha incoraggiato ad investire i suoi stessi connazionali che dispongono di risorse economiche e finanziarie.

APPELLO LEADER, INVESTITE IN ITALIA - Un nuovo flusso di investimenti libici potrebbe presto arrivare in Italia a rafforzare la crescente presenza nelle nostre banche, societa' e industrie in combinazione con la corsa delle imprese italiane a realizzare le infrastrutture del paese nordafricano. Il leader Muammar Gheddafi, alla cerimonia per il Trattato italo-libico, dove e' presente una nutrita schiera di personalita' dell'economia e della finanza italiana, incoraggia i libici con risorse finanziarie ''a venire in Italia per investire in Italia''. Il Colonnello chiede anche scambi di conoscenza e tecnologie ma sono le parole sugli investimenti, poche ma precise in un discorso fiume di 40 minuti ricco di citazioni storiche e incentrato sulle colpe del colonialismo e le nuove sfide dell'emigrazione, a creare piu' interesse fra la comunita' finanziaria. Diversi esponenti del mondo dell'economia e manager, prima di recarsi alla cena ufficiale (slittata a oltre la mezzanotte) sottolineano ''l'affidabilita' oramai assodata' dei libici come partner e un ambiente molto migliorato per realizzare gli affari. ''I libici - spiega uno di questi -. sono un partner che guarda al medio-lungo termine con molte risorse''. Nella tribuna d'onore a pochi passi dal premier Silvio Berlusconi e dal leader libico ad assistere al carosello dei Carabinieri e alle evoluzioni dei cavalieri arabi, si sono notate le presenze dell'ad di Unicredit Alessandro Profumo (dove i libici sono oramai il primo socio con il 7% del capitale) accanto a Jonella Ligresti, al presidente Telecom Gabriele Galateri, ai vertici Enel Piero Gnudi e Fulvio Conti il quale ha spiegato che il gruppo ''ha interessi potenziali in Libia'' anche se al momento non c'e' nulla. Presente anche Massimo Ponzellini, presidente di Impregilo che realizzera' insieme ad altre 20 imprese italiane (fra cui Todini, Salini, Condotte e Cmc) l'autostrada finanziata dall'Italia a risarcimento dei danni del'epoca coloniale, e il numero uno di Finmeccanica Pierfrancesco Giarguaglini, anch'essa impegnata nel paese insieme a Zarubezhstroytechnology, societa' controllata dalle Ferrovie Russe Jsc Rzd, un contratto da 247 milioni di euro per realizzare sistemi di segnalamento, alimentazione e comunicazione sulla tratta da Sirte a Bengasi. Con Finmeccanica inoltre i libici hanno siglato una nuova joint venture (dopo la Liatec, Libyan Italian Advanced Tecnology Company, costituita nel 2006 per realizzare elicotteri). Non c'era alla cerimonia invece l'ad di Eni Paolo Scaroni ma il suo numero due Claudio Descalzi. Il rapporto fra il gruppo e il paese e' piu' che consolidato e di recente il colosso italiano ha annunciato investimenti sul posto per 25 miliardi di euro

Roma, 29 ago. (Apcom) - Mentre Muammar Gheddafi è sbarcato a Roma per una visita ricca di folclore, affari e politica, l'Alto commissariato Onu per i rifugiati auspica che si possa presto giungere a una definizione della sua missione a Tripoli, attualmente in attesa di chiarimenti. "Il nostro auspicio" commenta Laura Boldrini, portavoce in Italia dell'Unhcr, "è che alla fine del Ramadan si possa concludere la trattativa e firmare un vero e proprio 'accordo di sede' per la nostra presenza in Libia".
L'Unhcr lavora in Libia da 19 anni ma il suo ufficio è stato chiuso a inizio giugno proprio per l'assenza di un 'accordo di sede', e riaperto, a fine giugno, con forti limitazioni; al personale è stato chiesto di occuparsi solo dei casi di richiesta d'asilo già avviate, senza aprire nuove pratiche. Tuttavia, ricorda Boldrini, in vari Paesi e su richiesta del governo locale l'Unhcr opera anche senza accordo di sede, come avvenne in Siria dopo l'arrivo massiccio dei rifugiati iracheni.
La presenza dell'Alto commissariato in Libia è divenuta cruciale per i richiedenti asilo dopo l'accordo fra Tripoli e Roma che sancisce il controllo dei flussi migratori da parte libica, e dopo l'avvio da parte italiana della politica dei 'respingimenti in mare' per i barconi che giungono dalle coste libiche. La strategia, come ricorda spesso il ministro dell'Interno Roberto Maroni, ha portato a un crollo verticale degli sbarchi di immigrati sulle coste italiane, ma anche delle domande di asilo. Boldrini ricorda infatti che "prima della politica dei respingimenti, il 75% di coloro che arrivavano in Italia partendo dalle coste libiche faceva richiesta di asilo nel nostro Paese, che al 50% di queste persone riconosceva una forma di protezione". In prevalenza si trattava di africani: somali, eritrei, sudanesi, nigeriani.
Prima della chiusura del 2 giugno, "operavamo con dei limiti perché non ci era consentito l'accesso in tutti i centri di detenzione, e perché non c'è una legge sull'asilo in Libia, ma eravamo un riferimento per chi giungeva bisognoso di protezione", ricorda Boldrini. Dopo la riapertura a fine giugno, "fisicamente siamo in ufficio ma solo per occuparci dei vecchi casi. E' una riapertura parziale che deve essere finalizzata, e siamo in attesa per capire che raggio d'azione potremo avere". L'auspicio, ribadisce Boldrini, è che "dopo la festa dell'Eid al Fithr, per la fine del Ramadan, potremo firmare questo accordo di sede che servirà a istituzionalizzare la nostra presenza".
